SUBJECT: Solid Waste Issues
The Board received the attached report dated July 10,
1990 from Sara Hoffman, Solid Waste Manager, relative to the
proposed solid waste export agreement with San Jose.
Supervisor Tom Torlakson commented on the need to reduce
total tonnage going to landfills. He referred to Delta Diablo
Sanitation District' s sludge disposal program, and requested that
the Public Works Department review the program and report back to
the Board on the feasibility of implementing such a program in the
County sanitation districts.
.Supervisor Sunne McPeak noted that curbside recycling
programs are required as a condition of the current export
agreements for all communities utilizing transfer stations or
exporting solid waste. She expressed concern that all franchising
agencies may not have implemented the required curbside recycling
programs, and requested a status report on the matter.
Board members being in agreement, IT IS ORDERED that the
following actions are APPROVED:
1. ACKNOWLEDGED receipt of the report from Solid Waste
Manager on the status of export agreement proposal with
San Jose;
2. REQUESTED Public Works Director to report back to the
Board as soon as possible on alternative disposal of
sludge; and
3 . REQUESTED the Solid Waste Manager to report to the Board
on July 24, 1990 on status of curbside recycling
programs.

RECOMMENDATIONS
Receive report on Solid Waste Export Agreement proposal with San
Jose.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On Tuesday, June 26, 1990, the San Jose City Council rejected their
staff's recommendation to authorize drafting of an agreement with
Contra Costa County for export of solid waste. The vote was 7 - 3 .
Three council people spoke in favor of the proposal, primarily
based on the need for regional cooperation. Three spoke in
opposition. The primary point against the agreement was the
perceived disharmony within Contra Costa County on the issue of new
landfills. In addition, it was felt that an agreement would not be
sending the appropriate message to their citizens about the
importance of San Jose's recycling program.
It may be possible to re-open discussions with San Jose once it is
clear that is only a matter of time before new landfills can be
operative in Contra Costa County. In the meantime, we will
continue to look for alternative capacity. Meetings are being
scheduled with Alameda County and San Joaquin County.
