TO: BOARD OF SUPERVISORS :,/ ' Contra FROM: Sara Hoffman ., Solid Waste Manager °°s>. .---K County DATE: July 10, 1990 SUBJECT: Solid Waste Export Agreement with San Jose SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Receive report on Solid Waste Export Agreement proposal with San Jose. BACKGROUND/REASONS FOR RECOMMENDATIONS On Tuesday, June 26, 1990, the San Jose City Council rejected their staff's recommendation to authorize drafting of an agreement with Contra Costa County for export of solid waste. The vote was 7 - 3 . Three council people spoke in favor of the proposal, primarily based on the need for regional cooperation. Three spoke in opposition. The primary point against the agreement was the perceived disharmony within Contra Costa County on the issue of new landfills. In addition, it was felt that an agreement would not be sending the appropriate message to their citizens about the importance of San Jose's recycling program. It may be possible to re-open discussions with San Jose once it is clear that is only a matter of time before new landfills can be operative in Contra Costa County. In the meantime, we will continue to look for alternative capacity. Meetings are being scheduled with Alameda County and San Joaquin County.
