SUBJECT: RETIRED SENIOR VOLUNTEER PROGRAM:
FY 1990-91 GRANT APPLICATION AND EXECUTION OF AWARD

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Authorize Director Office on Aging to sign grant application
documents and apply for a Federal funding grant from ACTION
Region IX for FY 90-91, October 1, 1990 through September 30,
1991, for the Retired Senior Volunteer Program (RSVP) in the
amount of $50, 160 and authorize the Director Office on Aging
or designee to execute the Federal grant award upon receipt.
In addition, authorize the Director, Office on Aging to sign
and submit future Standard Agreement Amendments that only
reflect an adjustment in line items or increased revenues
when the amendments do not result in additional County cost
or decrease in grant revenue.
II. FINANCIAL IMPACT
The RSVP Grant Application for FY 90-91 includes a county
share of $114, 327 to operate the RSVP program. This share
has been included in the county budget. The total budget for
this program is $164, 487.
If the final adopted County budget necessitates a decrease in
the County contribution, the Office on Aging will revise the
budget submitted to ACTION Region IX and implement any
necessary program reductions.

III. PROGRAM IMPACT
The Grant for the RSVP Program will enable it to continue in
its eighteenth year of service. RSVP enlists over 600
volunteers aged 60 and over, who last year contributed
192, 000 hours in volunteer service to 86 community agencies
and county departments at a cost of approximately 50(,', an
hour in county funds. This year the program anticipates
exceeding last year's level of volunteer service.
