SUBJECT: Approving Willow Pass Road Widening Project
Project No.: 0662-6R4134-86, West Pittsburg Area.
CP# 89-73.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE Project and FIND on the basis of the initial study and all comments received, that
there is no substantial evidence that the project will have a significant effect on the environment,
ADOPT the Negative Declaration, and
DIRECT the Public Works Director to begin right-of-way acquisition and to prepare contract
plans and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Determination with the
County Clerk.
II. Financial Impact:
The estimated project cost is $2,020,000, funded by West Pittsburg Area of Benefit, (75%),
Drainage Area 48B (18%), West Pittsburg Redevelopment (5%), and State Transportation
Development Act funds (2%).
III. Reasons for Recommendations and Background:
The project is needed to alleviate traffic congestion and to provide for the safe movement of
vehicles.

III. Reasons for Recommendations and Background Cont'd:
The project, has been determined to be in compliance with the General Plan. A Negative
Declaration of environmental significance pertaining to this project was published May 9, 1990
with no protest, and the Board has considered the negative declaration together with all
comments received during the public review period.
IV. Consequences of Negative Action:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.
