MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: July 10, 1990 SUBJECT: Approve Alteration to Purchase Order to Pacific Bell, San Ramon Bypass Channel Project No.: FCZ #313 (7520-6138637) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I: Recommended Action: APPROVE supplement to Purchase Order No. 09019, issued to Pacific Bell, to increase the order by $108,416.15 for a total of $408,416.15, San Ramon Bypass Channel, Project No. 7520- 668637. II. Financial Impact: The total cost for relocation of Pacific Bell facilities of $408,416.15 is reimbursable by the State Department of Water Resources. III. Reasons for Recommendations and Background: The Flood Control District is responsible for relocation of utility facilities which obstruct the construction right-of-way for the San Ramon Bypass Channel Project. Among those facilities requiring relocation were underground telephone cables at Mt. Diablo Boulevard and Newell Avenue owned by Pacific Bell. On December 3, 1985 the Board of Supervisors approved the issuance of a warrant in the amount of $207,750.00 to Pacific Bell to pay the estimated cost of the necessary relocations. The warrant was accompanied by a purchase order. Due to changed conditions encountered during construction, the scope of the telephone relocation work was increased. On April 7, 1987, the Board approved a supplement of $92,250 as the estimated cost of the additional work. Final relocation costs, billed by Pacific Bell, amount to $108,416.15 more than previously estimated. Consequences of Negative Action: Without the purchase order supplement, the Flood Control District will be unable to complete payment for the relocation thereby jeopardizing the cooperative relationship between the District and Pacific Bell.
