SUBJECT: Increase to Local Matching Funds for. Van Acquisition Grant Program
(Amendment to February 6, 1990 Board. Order/Agenda Item 2 . 3)
SPECIFIC REQUEST(S) OR RECONMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Amend Board Order, Item 2 .3 from February 6, 1990 Agenda, to
allocate $48, 500 from the Pleasant Hill B.A.R.T. Station area
Assessment District TSM Fund as the 30% local matching money for
the State Vanpool Acquisition Grant Program; and,
Authorize the Community Development Director to release up to a
maximum of $48, 500 to the Contra Costa Centre Association as the
local funding match under the State Vanpool Acquisition Grant
Program for the purchase of five (5) vans.
FISCAL IMPACT
None. No 'County General Fund moneys will be affected. The TS-
Fund was established under the Pleasant Hill B.A.R.T. Station Area
Assessment District expressly to fund traffic reduction measures
within the P.H. B.A.R.T. Station area.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In April 1990, the Contra Costa Centre Association received the
largest grant awarded statewide under the Vanpool Acquisition Grant
Program. The Grant award is $87, 500 from the State with a local
match of $47, 500. The grant will allow the purchase of five (5)
vans to be ' used by employees commuting into the Ple ant Hill
B.A.R.T. Station area.

On February 6, 1990 (attached Agenda Item 2 . 3) , the Board approved
allocating #37, 500 from the P.H. B.A.R.T. TSM Fund as the local
matching money for the vanpool grant. The full grant was approved by
CAL TRANS. However, current costs for the vans and the necessary
improvements require an additional $10, 000. Also, $1, 000 in transport
costs is required to ship the vans from Los Angeles to Pleasant Hill,
after the improvements have been made. (See attached letters)
The five (5) vans will be available at the end of June 1990.
Payment must be made prior to the vans being shipped to Los Angeles
for commute improvements.
Consequences of negative action:
Without authorization for the local matching funds from the TSM Fund,
payment in full cannot be made and the vans cannot be obtained.
