WHEREAS, the Board of Supervisors (the "Board) adopted in 1979 the Slope Density and Hillside Development Combining District (The "SD-1 District") as part of the Zoning Ordinance of Contra Costa County; and WHEREAS, the Board implemented the SD-1 District in 1979 in the Orinda area prior to its incorporation; and WHEREAS, the stated findings and objectives of the SD-1 District are as applicable in the Alamo are today as they were in the Orinda area; and WHEREAS, as recently amended, the Zoning ordinance permits application of the SD-1 District to lands in any planned unit or agricultural zoning district, when such district is located in a residential, agricultural or open space General Plan area, or to lands in any single family or two-family zoning district; and WHEREAS, the terms of the SD-1 District allow for administrative exceptions based on actual terrain and circumstances; and WHEREAS, the Board has indicated its intent to prepare and adopt a specific plan for the Alamo area, within the next 12 to 18 months. THEREFORE, BE IT RESOLVED that the San Ramon Valley Regional Planning Commission (the "Commission") hereby finds and declares: that it would be desirable and in the public interest to enact a rezoning to apply the SD-1 District to all permitted zoning districts throughout the Alamo area (as such area is administratively mapped by the Community Development Department, including portions of Walnut Creek and Danville zip codes) as an interim protection, pending adoption of the Alamo Specific Plan; that the SD-1 Combining District should not only be applied to the Alamo area, but to all unincorporated lands within the jurisdiction of the San Ramon Valley Regional Planning Commission; that staff is directed to set a public hearing before this Commission for such a rezoning at the earliest possible date; that the Board act upon the Commission's recommendation from such hearing as an urgency measure as soon as possible thereafter. The instruction by the San Ramon Valley Regional Planning Commission to prepare this resolution, incorporating the above and aforementioned, was given by the San Ramon Valley Regional Planning Commission on Wednesday, June 6, 1990, by the following vote: AYES: Commissioners - Cardinale, Garrison, Auch, Cameron, Kaye, Naidorf, Moore NOES: Commissioners - None ABSENT: Commissioners - None ABSTAIN: Commissioners - None JAMES R.
