Advisory Committee and including, in the letter, the following recommendations ( 1) the TSM Program Advisory Committee should be comprised of the TSM Coordinators from the member jurisdictions of the Authority as_ well as staff from RIDES and CALTRANS with expertise in carpooling/vanpooling and other TSM measures; i ( 2) the TSM Program Advisory Committee should .develop allocation procedures for the expenditure of the .$8. 6 million allocated in Measure C for carpools vanpools, and. park' n' ride lots. DEPUTY BACKGROUND/REASONS FOR RECOMMENDATIONS Under Measure C, $8 . 6 million is allocated specifically for carpooling/vanpooling and park' n' ride lots. Currently, jurisdictions are developing either TSM Ordinances or TSM programs to reduce single occupant vehicle use. Four jurisdictions already have TSM Ordinances and staff actively working on TSM programs. Additionally, RIDES and CALTRANS staff for the I-680/24 and I-80 construction projects are working closely with all jurisdictions to increase carpooling/vanpooling and other TSM activities. The expertise of the staff currently working on TSM programs can assist the Contra Costa Transportation Authority and all member jurisdictions with allocation procedures for expenditure of the $8 . 6 million TSM funds authorized in Measure C. A similar process was used by the Transporation Authority for the Measure C funds allocated for bus/transit improvements and coordination. While use of public transit is clearly a part of TSM efforts, the separate allocation of of the $8. 6 million warrants the development of specific allocation procedures that emphasize carpooling/vanpooling and other ridesharing programs. 1pa#3/cctatsm.doc f The. Under Measure C, $8.6million is allocated to carpools, vanpools, and park'n'ride lots. Allocation procedures need to be established to allow the expenditure of these funds on programs that encourage the utilization of carpools, vanpools, and park'n'ride lots. The current TSM Coordinators, RIDES, and CALTRANS staff have the expertise needed to develop such allocation procedures.
