SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
--- --(Authorize the Board Chair to send . a letter to the Contra Costa
Transporation Authority requesting the establishment of a TSM
Program . Advisory Committee and including, in the letter, the
following recommendations
( 1) the TSM Program Advisory Committee should be comprised of
the TSM Coordinators from the member jurisdictions of the
Authority as_ well as staff from RIDES and CALTRANS with
expertise in carpooling/vanpooling and other TSM measures;

( 2) the TSM Program Advisory Committee should .develop allocation
procedures for the expenditure of the .$8. 6 million allocated
in Measure C for carpools vanpools, and. park' n' ride lots.
FISCAL IMPACT
The County could receive a portion of the $8.-6 million to sponsor
projects .or programs that encourage the use of carpools, vanpools,
and park'n.' ride lots

BACKGROUND/REASONS FOR RECOMMENDATIONS
Under Measure C, $8 . 6 million is allocated specifically for
carpooling/vanpooling and park' n' ride lots. Currently, jurisdictions
are developing either TSM Ordinances or TSM programs to reduce single
occupant vehicle use. Four jurisdictions already have TSM Ordinances
and staff actively working on TSM programs. Additionally, RIDES and
CALTRANS staff for the I-680/24 and I-80 construction projects are
working closely with all jurisdictions to increase
carpooling/vanpooling and other TSM activities.
The expertise of the staff currently working on TSM programs can
assist the Contra Costa Transportation Authority and all member
jurisdictions with allocation procedures for expenditure of the
$8 . 6 million TSM funds authorized in Measure C.
A similar process was used by the Transporation Authority for the
Measure C funds allocated for bus/transit improvements and
coordination. While use of public transit is clearly a part of TSM
efforts, the separate allocation of of the $8. 6 million warrants
the development of specific allocation procedures that emphasize
carpooling/vanpooling and other ridesharing programs.

Dear Chair Davis:
On behalf of the Contra Costa County Board of Supervisors, I am
requesting that the Contra Costa Transportation Authority Board
establish a TSM Program Advisory Committee comprised of current
TSM Coordinators of the jurisdictions comprising the Authority;
RIDES; and, CALTRANS representatives handling the I-680/24 and
I-80 construction projects.
Under Measure C, $8.6million is allocated to carpools, vanpools,
and park'n'ride lots. Allocation procedures need to be established
to allow the expenditure of these funds on programs that encourage
the utilization of carpools, vanpools, and park'n'ride lots. The
current TSM Coordinators, RIDES, and CALTRANS staff have the
expertise needed to develop such allocation procedures.
We believe this TSM Program Advisory Committee should be
established as quickly as possible.
