SUBJECT: APPROACHES TO FINANCING A CHILD CARE AFFORDABILITY FUND
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
1. Refer the three financing plans for a Child Care
Affordability Fund to the Budget Committee with a
recommendation to adopt the per capita share plan.
2. Request the County Administrator and Child Care Council to
identify the state and federal contributions for Child Care
as well as to present updated population data for the cities
and unincorporated area. This information will be presented
to the Budget Committee in July.
FINANCIAL IMPACT:
Financing an Affordability Fund represents an additional and
unbudgeted cost to the county budget.
BACKGROUND:
On May 1 , the Board directed the County Administrator to prepare
a plan for 'financing a Child Care Affordability Fund as a
cooperative venture with the Cities and report back to the
Finance Committee on May 21. The plan was to include the type of
child care activities that cities are currently funding and
present some alternative approaches to establishing this
cooperative venture. The Finance Committee discussions of April
23 indicated the intention to propose a financing plan to the i
Budget Committee for deliberation in July.
The Child Care Council compiled the attached information about
how cities are supporting child care. The information indicates

and the funding source. Also, the data indicates the need being
addressed and the program established or product developed.
Representatives from the Council will discuss this information in
detail with Finance Committee members at the May meeting.
Several approaches to establishing a cooperative . financial
venture with cities are discussed below. The Finance Committee
recommends the per capita share plan as the superior approach to
financing the Affordability Fund.
Revenue Based Approach
This approach .targets a .specific, revenue as a basis for financing
a child care affordability fund. Supervisor McPeak has proposed.
that the county dedicate $250,000 in future transient occupancy
tax revenues from the Pleasant ' Aill BART Station area to an
Affordability Fund. Under this approach, cities would be
requested to dedicate an amount or percentage of their transient
occupancy tax revenue to an Affordability Fund.
Per Capita Share Approach
This approach uses the population of the cities and
unincorporated area as a basis for financing an Affordability
Fund. The contribution of each jurisdiction would be based on
the proportionate share- of, that jurisdiction' s population to the
total county population. . Under this approach, jurisdictions
would have to predetermine per capita amounts or a total amount
for the Fund. Supervisor Schroder has suggested this approach
along with a $1 per capita starting point.
Intergovernmental Responsibility Approach
This approach requires the cities and county to match a
percentage of the funding provided by the federal and state
governments. The assumption behind this approach is that Child
Care Affordability financing is the responsibility of all levels
of government. The cities and county would need to agree upon a
local matching percentage as . well as the proportionate amount
that each local jurisdiction will contribute to the local match.
The Finance Committee requests further information be secured by
the County Administrator and Child Care Council prior to the
Budget Committee deliberations. This additional , information
consists of the latest . population of each city and the
unincorporated area as well as state and federal financing of
. Child Care in the County.
Finally, in addition to the information noted above, the Board
requested on May 1 that the Administrator' s Office identify the
financial needs of other children programs currently funded by
the county. Staff is currently surveying the appropriate
Departments and will report the findings to the Budget Committee.
