SUBJECT: Traffic Control Needs in the West Pittsburg Area
The Board received a letter dated May 25, 1990 , from Debra
Mason, 36 Sandview Drive, West Pittsburg , requesting the Board to
reconsider its action of April 24, 1990 approving the temporary
closure of Mariners Cove Road in the West Pittsburg area
(Resolution No. 90/244, RD. 5615AR) .
Supervisor Torlakson referred to a petition received by the
Board on June 6 , 1989 from local residents who have been frustrated
with having to deal with speeding and reckless driving through .
their area and who requested the Board to close Mariners Cove Road
to through traffic. He advised of discussions and meetings with
Public Works Department staff , the West Pittsburg Traffic
Committee, and the Pittsburg Municipal Advisory Council to seek a
temporary solution to the problem while pursuing a permanent
resolution. He had hoped that the temporary closure of Mariners
Cove Road would provide this temporary respite , but noted to his
dismay that the Road closure has created traffic problems to
adjacent areas by the increased use of their residential streets as
a commute short-cut to Evora Road and Highway 4. He advised that
the Shore Acres Neighborhood Watch Committee has brought to his
attention traffic safety problems on Marina Road at Inlet Drive and
Wharf Drive and and their concern for pedestrian safety at Inlet
Drive and Marina where school children cross . He recommended that
consideration be given to installing stop signs at impacted
intersections , investigating the use of rumble-strips , and the
posting of signs at entrances to impacted residential streets
noting that these streets are not to be used for "commutor-
throughway" traffic.
Michael Walford, Public Works Director, spoke on the options
available to the Board regarding. Mariners Cove Road--either to keep
the road closed, or to reopen it, He commented on the noticing
procedure that preceded the actural closing of Mariners Cove Road
which included a half page spread with picture in an issue of the
Pittsburg Post Dispatch and listings on the agenda of the Board of
Supervisors and the West Pittsburg Municipal Advisory Council . He
advised of speakers comments at the recent Pittsburg MAC meeting
relative to egress in the event of an accident or emergency
evacuation from the area and of concerns specifically addressed to
Allied Chemical , the Naval Weapons Station and the three schools in
the immediate vicinity. Mr. Walford advised that the road can be
reopened by unlocking the gate and that his staff is ready to
comply with this order if this is the desire of the Board. He
further advised that he would be prepared to have stop signs
installed at designated corners in approximately one week if the
Board so instructs him.
All speakers were heard who presented their reasons for
supporting or opposing the reopening of Mariners Cover Road.
Supervisor Torlakson expressed appreciation to the speakers
for their suggestions and desire to cooperate to resolve this
traffic problem. He expressed support for the installation of stop
signs in the impacted areas , for requesting the California Highway
Patrol to increase its traffic patrol particularly with radar units
in the affected area, and for Public Works staff obtaining new
traffic counts to compare with those previously taken. He
recommended that the Public Works Director work with the local
committee, the West Pittsburg Traffic Committee, and the Pittsburg
Municipal Advisory Council to develop an action plan for
consideration by the Board next week. He proposed that the local
committee review the feasibility of installing rumble strips at
affected intersections and polling neighbors living in the vicinity
of where those rumble strips are proposed for placement.
Therefore, IT IS BY THE BOARD ORDERED that the following
traffic resolutions are APPROVED:
- 3383 , a four-way Stop at the intersection of
Riverside Drive and Anchor Drive, West
Pittsburg;
- 3384, a three-way Stop at the intersection of
Riverside Drive and Pomo Street, West Pittsburg;
- 3385 , a three-way Stop at the intersection of
Riverside Drive and Mota Drive, West
Pittsburg;
3386 , a Stop at the westerly intersection of Agua Way
and Riverside Drive, West Pittsburg; and
3387 , a Stop at the easterly intersection of -Agua Way
and Riverside Drive, West Pittsburg.
IT IS FURTHER ORDERED that the Public Works staff is
REQUESTED to meet with representatives of the community to resolve
the safety issues .
IT IS FURTHER ORDERED that the County Administrator is
REQUESTED to send a letter to the California Highway Patrol
requesting increased enforcement efforts in the area.
IT IS FURTHER ORDERED that the Clerk is INSTRUCTED to place
this matter on the June 12 , 1990 Board Agenda for reconsideration
of the Mariners Cove Road closure.

Pursuant to Section 21101(b) of the California Vehicle Code the intersection .
of RIVERSIDE DRIVE (Road No. 5185AH) and ANCHOR DRIVE (Road No.
5185M), West Pittsburg, is hereby declared to be a four-way stop
intersection and all vehicles shall stop before entering or crossing said
intersection.
(Traffic Resolution #2830 pertaining to the existing two way stop sign control on
Anchor Drive at Riverside Drive is hereby rescinded.)
