THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on _.June 5 , 1990 by the following vote:
AYES: Supervisors Powers , Schroder, McPeak, Torlakson, Fanden
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Internal Operations Recommendations on General Plan
Hearings, Compliance with Measure "C" Growth Management
Requirements and Efforts to Coordinate a Policy to
Protect Prime Agricultural Soils and Open Space
The Board on May 22 , 1990 approved the recommendations of the
Internal Operations Committee contained in its report dated May 14,
1990 , and fixed this date for final consideration of the recommen-
dations .
Supervisor McPeak, Chair of the Internal Operations Committee,
advised that the Committee did again review on June 4, 1990 the
concepts contained in the May 14 report. She advised that the
Committee went through a number of items that are refinements of
the report which included minimum parcel size for prime agricultur-
al soils . She stated that the Community Development Department
staff has been given direction to bring back for consideration next
week a comprehensive report as well as a first cut at proposed
urban limit lines . Supervisor McPeak therefore recommended that
the Board defer action on this matter until next Tuesday and that
the Board adjourn this meeting to the June 11, 1990 Internal
Operations Committee at 8 a.m. , in case other Board members would
like to attend the Committee meeting.
Supervisor Schroder stated that he believes that the June 11,
1990 Internal Operations Committee should be a meeting of the
entire Board. He spoke of the need to be cognizant of all consid-
erations and options relative to urban limit lines. He advised
that he has strong reservations relative to the designation of
urban lines lines in Contra Costa County. In commenting on the
need to retain agricultural lands , to retain ridge lines , to
preserve the natural beauty of this County, and to eliminate what
is called urban sprawl , Supervisor Schroder spoke also on the need
to maintain the financial stability of the County and of the people
who own property in this County.
Supervisor Torlakson expressed support for having all five
Board members attend the June 11 Internal Operations Committee. He
requested that staff issue a press release pertinent to the June 11
meeting. Because of the interest in this matter, Supervisor
Torlakson suggested the allocation of Community Development Depart-
ment staff to meet with people who have concerns with this matter
possibly in a workshop forum to explain the pros and cons.
There being no further discussion, IT IS BY THE BOARD ORDERED
that this matter is CONTINUED to the June 12 , 1990 Board meeting.
IT IS FURTHER ORDERED that this June 5, 1990 Board Meeting is
CONTINUED to the June 11, 1990 Internal Operations Committee , at 11
a.m. in the Board Chambers .
