Approval of Standard Agreement #29-392 with State EMS Authority and Standard
SUBJECT: Contract #23-115 with Hospital Council of Northern and Central California
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Approve and authorize the Chair to execute on behalf of the County,
Standard Agreement #29-392 with the State Emergency Medical Services (EMS)
Authority in the amount of $141,149 for the period March 1, 1990 through
July 30, 1991 for the Regional Medical Disaster Planning Project; and
B. Approve and authorize the Chair to execute on behalf of the County, as part
of the Regional Medical Disaster Planning Project, Contract #23-115 with Hospital
Council of Northern and Central California in the amount of $30,000 for the period
April 1, 1990 through December 31, 1990 for provision of training for Bay Area
hospital personnel regarding "Mitigation of Nonstructural Earthquake Hazards" as
developed by the Federal Emergency Management Agency.
II. FINANCIAL IMPACT:
A. Approval of this agreement by the State will result in $141,149 of State
funding for the Regional Disaster Planning Project. Sources of funding are
as follows:
$141,149 State Emergency Medical Services Authority
47,831 County In-Kind
$188,989 Total Project Cost
B. Contract #23-115 will be funded by Standard Agreement #29-392 with the State
Emergency Medical Services Authority as part of the Regional Disaster Planning
Project.
III. . REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Health Services Department has applied for funds under the State
Emergency Medical Services Authority's Regional Medical Disaster Planning
Project. The purpose of the project is to develop guidelines and procedures
for rapid initial assessment of hospital operational status and capacity to
handle additional patients following a major earthquake or other disaster,
development of communications procedures for transmission of hospital data
to the State EMS Authority via local EMS agencies and Regional Disaster
Medical/Health Coordinators, and to provide training to hospital personnel
in nonstructural earthquake hazard mitigation.
The Department is, concurrently, requesting Board approval of Standard
Agreement #29-392 (State #EMS-9021) and Contract #2333-115 with Hospital
Council of Northern and Central California, which will allow the Department
to enhance the County's disaster preparedness plan.
