MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: June 5, 1990 SUBJECT: Approve Consulting Services Agreement with Thomson Traffic Engineers, Inc. for State Route 4 Willow Pass Grade Subsequent EIR Project No -1 : 4660-.6X4120 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. RECOMMENDATION APPROVE and AUTHORIZE the Public Works Director to Execute the Consulting Services Agreement with Thomson Traffic Engineers, Inc. for preparing the traffic analysis information for the SEIR for the State Route 4 Willow Pass Grade Widening and Lowering project. II. FINANCIAL IMPACT There will be no impact to the County General Fund. Funding for this portion of the work is covered under the Amendment to the Cooperative Agreement with the Contra Costa Transportation Authority for the Design and Right of Way Engineering for State Route 4 Willow Pass Grade Widening and Lowering project. The estimated contract cost is $2 7.2 0 0 0 III. REASONS FOR RECOMMENDATION/BACKGROUND In 1973, a Federal EIS and a State EIR were certified for the widening of SR 4 from Pacheco Boulevard in Martinez to Willow Pass Road in West Pittsburg. The project was divided into four phases. The first three phases were constructed. Phase four of the project which is to lower the Willow Pass Grade and widen SR 4 and provide for BART in the median was not funded because of the large Interstate program in the County. The Environmental Reevaluation was signed off by the Federal Highway Administration (FHWA) in March 1990. Subsequent to the start of the environmental reevaluation, Measure "C" was passed by the voters. making funds available to construct the project. The Contra Costa Transportation Authority becomes a responsible agency to the project and will have to make its own environmental findings on this project.. In October 1989, the Metropolitan Transportation Commission passed resolution 2107 which specifies how air quality impacts of highway projects will be analyzed and. how projects may be delayed if it is found that the project will have a detrimental impact on air quality. Contra Costa Transportation Authority requested that Caltrans prepare a subsequent EIR to fully address the air quality impacts and provide the Authority,the information to make the necessary environmental findings before funds will be released for construction. Caltrans, in turn requested the County to provide the services needed: The traffic consulting firm of Thomson Traffic Engineers is selected to do the necessary traffic and operation analysis needed to analyze the air quality impacts of.the project required by MTC's resolution 2107. This information will be incorporated by Woodward Clyde Consultants in the subsequent EIR. It is contemplated that the SR 4 Willow Pass Grade project will be delayed for three months. The goal to start construction of the project by 1991 will not be affected. IV. CONSEQUENCES OF NEGATIVE ACTION If this Resolution is not approved the project could be delayed by as much as one year. cc: Road Engineering R. Gilchrist, Accounting . P.
