Spooner, Contracts Administrator COsta DATE: May 24, 1990 County Approval of Standard Agreement for Local Jurisdiction Special Needs and SUBJECT: priorities Funding (SNAP) with the State Department of Health Services (Measles Public Health Emergency Project) State Project #X-007 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Standard Agreement/SNAP #29-305 (Project #X-007) with the State Department of Health Services in the amount of $20,790 for the period May 1, 1990 -June 30, 1991. II. FINANCIAL IMPACT: Approval of this agreement with the State will result in $20,790 of State funding for County's Public Health Measles Emergency Project. Sources of funding are as follows: $20,790 State Department of Health Services 20.790 County Share (In-Kind) $41,580 Total Program This is a one-time only State award for special needs during the measles epidemic. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The County maintains an immunization program which services all areas of the county through low cost public clinics. During the past several years school audits of health records, low cost clinics and toddler immunization have all been ongoing to maintain a high level of immunizations in the county. Despite these efforts there remains a large portion of children under five years of age who are not immunized, and there are many adults who did not get immunized in their school years who remain susceptible to measles. A Public Health emergency has been declared due to the ongoing outbreak of measles, the need to increase public awareness and to promote measles immunizations to prevent spread of the disease and further deaths. This measles immunization project will increase the number of hours immunizations are offered in existing immunization clinics, and additional clinics will be held in sites which are available to the very high risk populations such as migrant worker labor camps, homeless shelters and gathering places for the homeless. The Board Chair should sign four copies of the agreement, three of which should then be returned to the Contracts and Grants Unit for submission to• the State Department of Health Services.
