Unrepresented Attorneys. )
The Board of Supervisors adopted Resolution 89/684 on October 24, 1989
establishing pay and benefits for County Officers, Management and Unrepresented
employees for the period July 1, 1989 to September 30, 1991; and
Section 1H (Spin-off adjustment) of Resolution 89/684 provides that the Board
shall consider additional adjustment for management and unrepresented employees
whose salary relationships with subordinate or related classes may be compacted
or misaligned as a result of increases granted represented classes; and
Provisions of Section III (Wage Formula to Move to Market Equity for Public
Defender's) of a January 12, 1988 side letter included in the 1989-1991
Memorandum of Understanding between Contra Costa County Employees Association,
Local No. One and the County having been recently made operational to grant a
20 level (2%) salary increase to Deputy Public Defender I, II, III and IV
effective July 1, 1989; NOW THEREFORE:
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVES THAT:
1. Effective July 1, 1989, management and unrepresented attorney
classifications listed below are increased 20 levels (2%) and allocated to
the appropriate salary schedule/levels as indicated:

2. In lieu of a retroactive pay requiring special payroll recomputation and
processing back to July 1, 1989, the County will make a lump-sum payment
to each employee. for the time frame July 1, 1989 through April 30, 1990
computed as follows: Employee regular pay, overtime pay as applicable,
and specific other earnings ordinarily computed as a percentage of base
pay will be added together for each applicable pay period in the time
frame to determine a retro pay base. This base will be multiplied by 2%
to arrive at the employee's lump-sum payment. the payment account thus
computed will be added to the employee's June 10, 1990 paychecks where it
will be listed separately as a "Lump-Sum Payment" and will be subject to
normal tax withholding and retirement deduction requirements.
