RECONMUMATION
Indicate that the Board of Supervisors continues to SUPPORT AB
4193 by Assemblyman Sher which would require the Integrated Waste
Management Board to report to the Legislature on the enactment
and implementation of an effective disposal cost fee system.
BACKGROUND:
On April 3 , 1990 the Board of Supervisors voted to support AB
4193 at the point that it actually implemented a disposal cost
fee. The Board of Supervisors has been supportive of the
imposition of a deposit on materials which can be recycled or
reused in order to reduce their disposal to landfills.
Assemblyman Sher has introduced AB 4193 which, as amended May 2,
1990, would require the State Integrated Waste Management Board,
in consultation with the State Board of Equalization and the
appropriate policy and fiscal committees of the Legislature, to
complete and submit to the Governor and the Legislature by
January 1, 1991, a report and model legislation for introduction
and sponsorship by the Integrated Waste Management Board during
the 1991-92 Session of the Legislature, on the enactment and
implementation of an effective disposal cost fee system on goods
sold in California which are not subject to the existing
recycling fees, and which are normally disposed of in solid waste
landfills or processed in transformation facilities.

While AB 4193 no longer actually implements a fee on products
which are capable of being recycled, it furthers the
establishment of such a fee by requiring a study and the
submission of model legislation by January 1, 1991 and thus
deserves the continuing support of the Board of Supervisors.
AB 4193 passed the Assembly Natural Resources Committee April 23 ,
1990 by a vote of 13 : 0 and is currently pending a hearing in the
Assembly Ways & Means Committee.
