Project Project No.: 0662-6134117-89, Alamo Area CP#89-92 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE Project, and FIND, on the basis of the initial study and all comments received, that there is no substantial evidence that the project will have a significant effect on the environment, ADOPT the Negative Declaration, and DIRECT the Director of Community Development to file a Notice of Determination with the County Clerk. FIND that the project will not have a significant effect on the environment, .and DIRECT the Public Works Director to begin right-of-way acquisition and to prepare contract plans and specifications for construction. . II. FINANCIAL IMPACT: The estimated project cost is $365,000, funded by Alamo Area of Benefit (88%) and SB-140 (12%). REASONS FOR RECOMMENDATION/BACKGROUND: The project is needed to provide safety for vehicles turning left at the intersection. The project has been determined to be in compliance with the General Plan. A Negative Declaration of environmental significance pertaining to this project was published January 29, 1990 with no protest, and the Board has considered the negative declaration together with all comments received during the public review period. The project was originally proposed as a two phase signal. Staff from the Public Works Department attended meetings of the Association for the Preservation of Danville Blvd. (APDB) and the Alamo Improvement Association (AIA). The APDB expressed concern over the number of signal heads and the amount of light at the intersection, due to aesthetic reasons. The AIA recommended that the project be upgraded from a 2-phase signal to a 3-phase signal for improved safety. The project will be designed to include three phase operation (left turn arrow for southbound traffic on Danville Boulevard. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
