SUBJECT: SUMMER RECREATION PROGRAM AT LAS DELTAS IN NORTH RICHMOND
I. RECOMMENDED ACTION:
Approve expenditure of $8,500 from Housing Authority Comprehensive Improvement
Assistance Program funding for authorization of the Neighborhood House of North
Richmond 1990 Summer Recreation Program for the Las Deltas housing development in
North Richmond and AUTHORIZE the Executive Director to execute the necessary
agreement to implement the program, as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
Funding for this program is available in the Housing Authority's 1989
Comprehensive Improvement Assistance Program funding.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
In the past few years the Housing Authority has supported a summer recreation
program at the Las Deltas housing development in North Richmond. The summer
recreation program at Las Deltas has been operated by Neighborhood House of North
Richmond. For the past two years, the Housing Authority provided $8,500 in funding
for this summer recreation program.
Neighborhood House of North Richmond has approached the Housing Authority
with a 1990 Summer Recreation Program for the Las Deltas housing development in
North Richmond and has requested $8,500 in funding to operate the program.
Approximately 80-100 children from Las Deltas and North Richmond would be served by
this program. This eight week program would begin on June 25, 1990 and end on August
17, 1990. Morning sessions focusing on basic skills instructions covering English,
writing and math fundamentals would be offered. Afternoon sessions will provide for
various recreational activities including track and field, baseball , volleyball ,
table games, arts and crafts and storytelling. Three field trips are being planned,
and, in addition, the Eastbay Center for Performing Arts will offer classes two
afternoons each week.

On May 21, 1990 both the Policy & Strategy and Budget Commmittees reviewed the
proposal and recommended that the Advisory Housing Commission approve the 1990 Summer
Recreation Program proposal and recommend allocation of $8,500 to North Richmond
Neighborhood House to operate the program. At its Regular Meeting on May 21, 1990
the Advisory Housing Commission voted to recommend approval of the 1990 Summer
Recreation Program proposal from Neighborhood House of North Richmond for operation
of the program at the Las Deltas housing development in North Richmond and to recom-
mend allocation of $8,500 from the 1989 Comprehensive Improvement Assistance Program
funds for this summer program.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the expenditure of
$8,500 in Comprehensive Improvement Assistance Program funds to authorize the 1990
Summer Recreation Program at the Las Deltas housing development in North Richmond,
the youth of that area will be deprived of a program which provides recreational ,
educational and social activities to its participants.
