To The Contra Costa Transportation Authority Cooperative Agreement for Funding The Design of State Route 4 Willow Pass Grade Lowering Project No. 4660-6X4110 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. RECOMMENDATION APPROVE and AUTHORIZE the Public Works Director to execute Amendment No. 1 to the Cooperative Agreement with Contra Costa Transportation Authority for funding the design of the State Route 4 Willow Pass Grade Widening and Lowering project. II. FINANCIAL IMPACT There will be no impact to the County General Fund. III. REASONS FOR RECOMMENDATION/BACKGROUND In 1973, a Federal EIS and a State EIR were certified for the widening of SR 4 from Pacheco Boulevard in Martinez to Willow Pass Road in West Pittsburg. The project was divided into four phases. The first three phases were constructed. Phase four of the project which is to lower the Willow Pass Grade and widen SR 4 and provide for BART in the median was not funded because of the large Interstate program in the County. In order to advance the state of readiness of the project, County, using funds made available by BARTD, started the process to reevaluate the 1973 Federal EIS in 1988. The'Environmental Reevaluation was signed off by the Federal Highway Administration (FHWA) in March 1990. ` 7 . REASONS FOR RECOMMENDATION/BACKGROUND- Continued Subsequent to the start of the environmental reevaluation, Measure "C" was passed by the voters making funds available to construct the project. The Contra Costa Transportation Authority becomes a responsible agency to the project and will have to make its own environmental findings on this project. In October 1989, the Metropolitan Transportation Commission passed resolution 2107 which specifies how air quality impacts of highway projects will be analyzed and how projects may be delayed if it. is found that the project will have a detrimental impact on air quality. Contra Costa Transportation Authority requested that Caltrans prepare a subsequent EIR to fully address the air quality impacts and provide the Authority the information to make the necessary environmental findings before funds will be released for construction. Caltrans, in turn requested the County to provide the services needed. This amendment will allow the preparation of the subsequent EIR to be funded under the current cooperative agreement. IV. CONSEQUENCES OF NEGATIVE ACTION If.this Resolution is not approved the project could be delayed by as much as one year
