I. RECOMMENDED ACTION
Authorize the Director, Office on Aging to conduct
negotiations for three (3) contracts under the Office on
Aging' s FY 1990-91 Health Insurance Counseling and Advocacy
Program (HICAP) as specified below:

In addition authorize the Office on Aging to execute the
contracts specified above, upon approval by County Counsel or
Contracts Administrator.
Further authorize the Director, Office on Aging, to sign and
submit future State Agreement Amendments that only reflect
an adjustment in line items or increased revenues when the
amendments do not result in additional county cost or
decrease in grant revenue.
II. FINANCIAL IMPACT
On May 8, 1990 the Board of Supervisors unanimously passed a
recommendation to submit HICAP's Program Plan and budget to
the State. It includes local county funds in the amount of
$75, 665.
The $9, 300 for the three (3) contracts specified above is
funded from $3 , 000 in state grant funds and $6, 300 in County
funds.
The overall HICAP budget includes a total of $62 , 682 in state
grant funds and $75, 665 in County funds included in the
Social Service Department proposed Budget.
If the final adopted budget necessitates a decrease in the
County contributions, the office on Aging will revise the
budget submitted to the California Department of Aging and
implement any necessary program reductions.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The HICAP program has been operated by the County's Office on
Aging for the past five years. The program provides
community education, recruitment, training and coordination
of volunteer health insurance counselors in the area of
health insurance and related health care plans. These
volunteers have provided counseling and advocacy services for
seniors County-wide. The Director Social Service Department
or his designee, is recommending authority to conduct
contract negotiations for Office on Aging' s Health Insurance
and Counseling and Advocacy Program as specified above.
