SUBJECT: APPROVE AREA AGENCY ON AGING TITLE I.II PLAN UPDATE; NOTICE OF
GRANT AWARD, AND SUBGRANT AWARD CONDITIONS FOR FY 90-91; AND SIGN
THE LETTER OF TRANSMITTAL (Ref. :.. 29002-64)

I . RECOMMENDED ACTION
Approve Contra Costa County Area Agency on Aging Title III
Planning and Service Area Plan Update for FY 90-91 and sign
the Letter of Transmittal to the California Department of
Aging. Upon approval by County Counsel or the Social Service
Contracts Administrator, authorize the Director, Office on
Aging to sign the FY 90-91 Subgrant Award Conditions and the
Notice of Grant Award.
In addition, authorize the Director, Office on Aging to sign
and submit .future Standard Agreement Amendments that .only
reflect an adjustment in line items or increased revenues
when the amendments do not result in additional County cost
or decrease in grant revenue.
II . FINANCIAL
The FY 1990-91 Subgrant Award will provide $1;924 , 898 in
federal and. state funds to conduct programs and activities on
behalf of county residents age 60+ under Title III of the
Older Americans Act. The Area Plan budget for 1990-91
provides for a County contributions of $224 , 841 in cash and
$67, 500 in-kind. This County contribution has been included
in the proposed 1990-91 Social Service Department budget. If
the final adopted County budget necessitates a decrease in
the County contributions, the Office on Aging!will revise the
budget submitted to the California Departmentof Aging and
implement any necessary program reductions.

III. REASONS FOR RECOMMENDATION/BACKGROUND
Since 1976 the Office on Aging has been providing services
for older residents of the county under Title: III of the
Older Americans Act. Under the 1990-91 Plan Update and
Subgrant Award the Office on Aging will continue to fund
contractor agencies to provide congregate meals,
home-delivered meals, legal assistance, case management in
home services for the frail, home visiting, in-home services
registry, transportation, and long term care ombudsman
services. In addition, the Office on Aging will continue to
directly provide information and referral services, as well
as performing the program development, advocacy,
coordination, administrative and planning responsibilities of
an area agency on aging.
