Spooner, Contracts Administrator Costa DATE: May 24, 1990 County Approve Submission of Grant Application #29-397 to the San Francisco Foundation SUBJECT: for Food Stamp Outreach Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve submission of Grant Application #29-397 to the San Francisco Foundation, on behalf of the County, requesting $59,833 of grant funding for the period September 1, 1990 - October 30, 1991 for a new project sponsored by Contra Costa Food and Nutrition Policy Consortium for the development and implementation of a Food Stamp Outreach Program. II. FINANCIAL IMPACT: Approval of this application by the San Francisco Foundation will result in $59,833 of private foundation funding for the Food Stamp Outreach Program. Sources of funding are as follows: $59,833 San Francisco Foundation 24.131 County Share (In-Kind) $83,964 Total Program This is a first-time request for funding from the San Francisco Foundation for this.program. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Over 10% of Contra Costa's population live near or below the poverty line. More than 64,000 of these people are eligible to participate in the Food Stamp Program, yet 28,200 of these, or 44% are not currently utilizing this benefit. Nationwide, participation in the Food Stamp Program remains low while emergency food sites can not keep up with the demand for food. The goal of the Food Stamp Outreach Program increase food stamp access and participation in the program to reduce hunger in Contra Costa County. The Health Services Prevention Program staff will coordinate the efforts of the Contra Costa Nutrition and Food Policy Consortium and their member organizations, which include the County's Social Services Department, emergency food sites, senior centers, childcare programs, immigrant services, unemployment offices and churches, to increase participation in the food stamp program by identifying, and providing information and referral services to eligible Contra Costa resi- dents. In order to meet the State's deadline for submission, draft copies 'of the grant . application have already been forwarded to the Foundation, but subject to Board approval. Five certified copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit for submission to the San Francisco Foundation.
