HomeMy WebLinkAboutMINUTES - 06261990 - S.1 C l V, T'O: BOAnD Or SUPERVISORS Supervisor Tom Torlakson Contra Introduced June 19 , 1990 for Co sta I.)A I-F: Board Action on June 26, 1990 County su13.IFCT: NEED FOR RETROFITTING FURNACES AT EAST COUNTY PG&E PLANTS AND INVESTIGATE FEASIBILITY OF CONVERTING A FURNACE TO A WASTE-TO-ENERGY OR TRANSFORMATION FACILITY SPECIFIC REQUES'r(S) OR RECOMMENDA'T'ION(S) & BACKGROUND AND JUSTIFICATION RECOMP4ENDED ACTION: Refer to the Environmental Affairs Committee, the Solid Waste Committee, and the Integrated Waste Management Task Force, and the Community Development Department to explore with the Bay Area Air Quality Control Board, the Public Utilities Commission and PG&E the issue of the feasibility of a total retrofit of the furnaces that need it most at the Antioch and Pittsburg facilities and the feasibility of converting one of the PG&E furnaces at either the Antioch or Pittsburg plant to a transformation or waste-to-energy facility. Inform cities of Antioch and Pittsburg and Oakley and West Pittsburg Municipal Advisory Councils of any meetings on these issues . BACKGROUND INFORMATION: In order to accomplish state-of-the-art air quality emissions for our area from these facilities, I recommend exploring with the PUC and the Bay Area Air Quality Control Board a program that would finance such an effort in the very near future. The second issue relates to investigating the feasibility of a transformation facility in conjunction with the East County transfer station and the proposed East County wood chipping plant. Such a facility would be in keeping with our solid waste plan goals of having a variety of facility options and processes to handle the solid waste of Contra Costa County. It is very likely that this could be installed with such emissions controls equipment to be. much lower in emissions than the current operations . The analysis could examine what types of materials would be most appropriate such as wood waste and non-reusable paper alone or other combinations of materials . Obviously, if such a project is feasible, it would reduce truck trips to the landfill and may help us meet the new waste reduction requirements of AB 939 . A timely examination of this idea is important since Delta Diablo is proceeding with its EIR and planning for an East County transfer station and materials recovery center. I have met with representatives from PG&E, the Air Quality Control Board, and the Building Trades unions for a preliminary discussion on this matter.
