SUBJECT. FUTURE ROLE FOR THE HUMAN SERVICES ADVISORY COMMISSION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMEMATIONS
1. Authorize action on this report as an emergency action which
could not be foreseen prior to the time the agenda for June
26, 1990 was published on the basis that we were unaware
until June 25,1990 that an actual appropriation for
continuation of the Human Services Advisory Commission was
not clearly approved by the Board of Supervisors in
approving the Finance Committee report on this subject on
June 5, 1990 and that it is, therefore, unclear whether the
Commission has staff after June 30 , 1990.
2. Authorize staff to the Human Services Advisory Commission to
continue working on the same basis as has been the case for
the past year and direct the County Administrator to return
to the Board of Supervisors on July 10, 1990 with an
appropriation adjustment to provide funding for the
Commission between July 1, 1990 and August 1, 1990 or the
time the Board of Supervisors approves the County Budget for
the 1990-91 fiscal year.
3 . Agree to meet as the Board of Supervisors with members of
the Human Services Advisory Commission and representatives
of all other advisory boards, committees and commissions in
the human services area at lunch on Tuesday, July 24, 1990
to receive advice from our advisory boards on the impacts of
the County Budget on human services programs and ways in
which the Board of Supervisors can provide such services in
a more efficient and coordinated manner in order to maximize
the amount of service which is provided for each dollar of
the taxpayer' s money.

4. Request the County Administrator to provide the Human
Services Advisory Commission with a brief paper highlighting
the major impacts of the proposed County Budget for 1990-91
on human services programs provided by the County at the
point that the County Administrator has a reasonable
understanding of the impact which the adoption of the State
Budget will have on the County Budget. This need not be a
detailed analysis of the budget, but should simply identify
the major program reductions which will be required, any
major increases in programs which are likely to occur and
the extent to which the Board of Supervisors has any
substantial discretion in determining the manner in which
the program reductions will occur.
5 . Request the County Administrator and staff to the Human
Services Advisory Commission to schedule space for the
meeting July 24, 1990, preferably at the George Gordon
Education Center, invite representatives of the other
advisory boards, committees and commissions in the human
services area to join the Board of Supervisors and HSAC for
the meeting on July 24, 1990, prepare an agenda for this
meeting and make arrangements for lunch.
6. Authorize the County Administrator to review with the Human
Services Advisory Commission options for restructuring the
Commission, with, as one possibility, having the Commission
consist of the Chair and perhaps one additional
representative from each of the advisory boards, committees
and commissions in the human services area and return to our
Committee with his recommendations at any time he considers
it appropriate to make such recommendations.
7. Request the County Administrator to review the possibility
of combining advisory boards, committee and commissions,
particularly those in the human services area, whose
separate existence is not absolutely required by state or
federal law and forward his recommendations on this subject
to our Committee prior to December 31, 1990 . This study
should. also include a review of the reports from the
Internal Operations Committee during 1989 which reviewed the
need for a wide variety of advisory boards and which
estimated the staff costs for the various advisory boards,
committees and commissions to determine whether some
economies can be achieved by further combining of staff
resources to such advisory groups, even if the advisory
groups themselves cannot be combined.
8. Request the County Administrator to include in the proposed
1991 Legislative Program for the Board of Supervisors '
consideration any legislation he considers appropriate to
combine or otherwise remove existing statutory restrictions
on the size, composition or separate identity of advisory
boards, committees and commission, particularly in the human
services area, particularly where identified staffing for
such advisory boards, committees and commission is
identified in statute.
BACKGROUND:
When our Committee last reported to the Board on the status of
the Human Services Advisory Commission the Board of Supervisors
agreed to amend the workplan for the Commission and referred to
the Finance Committee the question of whether the Commission
should be funded beyond June 30, 1990 .

The Human Services Advisory Commission was given several specific
tasks to perform and was asked to report back to our Committee on
June 25, 1990 regarding the extent to which they had accomplished
those tasks. Our Committee met with Barbara Keyes, Chair of
HSAC, Joe Goglio, member of HSAC, and George Johnson, staff to
HSAC on June 25, 1990.
The Finance Committee recommended to the Board of Supervisors on
June 5, 1990 that the issue of funding for the Commission for the
1990-91 fiscal year be referred to the Budget Committee to
consider at the time the Budget Committee reviews priorities for
the 1990-91 budget. While the background to that report included
a reference to continuing the funding for the Commission from
July 1, 1990 until the County Budget is adopted, specific
language to accomplish this was not included in the Finance
Committee' s recommendations and it is thus unclear whether the
Board' s action on June 5, 1990 included the actual appropriation
of funds for the Commission for the month of July, 1990. We are
therefore asking the -Board, as an emergency item, to indicate its
intent that the staff to the Commission continue to operate as is
presently the case and that the County Administrator return to
our Committee on July 10, 1990 with an actual appropriation
adjustment identifying where the funds will come from to finance
the Commission during the month of July, 1990 and until the Board
has an opportunity to consider and adopt the budget for the
1990-91 fiscal year.
In addition, the Board of Supervisors made a commitment
previously to meet with the Commission and representatives of
other advisory boards at the time we considered the 1990-91
budget for the County. We have, therefore, recommended that
arrangements be made for the Commission and representatives of
other advisory boards to meet with the Board of Supervisors over
lunch on Tuesday, July 24, 1990.
Finally, our Committee, and, we believe, the majority of the
Board of Supervisors are concerned in these times of extremely
difficult budgets, with the amount of money which is spent
staffing various advisory boards, committees and commissions. We
believe that if the staffing costs could be reduced the resulting
savings could be better redirected into direct services. Since
the cost of staff support is, to a large extent, a direct
function of the number of advisory boards we have, we are
suggesting that the County Administrator review the reports which
were filed with the Board in 1989 on this subject, materials
compiled by the Human Services Advisory Commission and a similar
assignment made a few weeks ago by the Board of Supervisors at
the request of Supervisor Fanden.
We are interested in combining staff where that is possible and
appropriate, reducing the number of advisory boards to the extent
that will reduce staffing requirements and combining or expanding
the role of advisory boards in order to cover the entire human
services field with the minimum number of competing advisory
groups. This will necessitate legislation in several cases and
we are therefore asking that the possibility for such legislation
be outlined by the County Administrator and included in the
Board' s draft 1991 Legislative Program. We have also asked that
some attention be given to altering the composition and function
of the Human Services Advisory Commission in order to strengthen
its role in coordinating the input to the Board of Supervisors on
various priorities in the human services area.
