RECOMMENDED ACTION: APPROVE withdrawal of the Argus Security Patrol , Inc. bid for the security services contract for security services at CA011006, 9A and 9B, Las Deltas, North Richmond and CA011005, E1 Pueblo, Pittsburg and AWARD the security services contract, for the period July 1, 1990 to June 30, 1991, to Security Against. Crime, Vallejo, California, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: There will be a moderate increase in the cost of the security contract with Security Against Crime, with the price.per hour for armed guards at $15.00 and the price per hour for unarmed guards $11.25. III. REASONS FOR RECOMMENDATION/BACKGROUND: The security contract for services at CA011006, 9A and 9B, Las Deltas, North Richmond and CA011005, E1 Pueblo, Pittsburg was awarded to Argus Security Patrol , Inc. by the Board of Commissioners on May 22, 1990. The Housing Authority has now received a letter from Mr. Erwin Brown, Chief of Security for Argus Security Patrol withdrawing their bid for security services due to internal problems. The Housing Authority has the option of awarding the security services contract to the second low bidder, Security Against Crime of Vallejo, or directing staff to go out to bid again for the security services contract. Staff recommends that the bid bid be awarded to Security Against Crime, the second low bidder. The bid submitted by Security Against Crime is in order. At its Regular Meeting on Monday, June 18, 1990 the Advisory Housing Commission voted to approve the withdrawal of the Argus Security Patrol , Inc. bid for security services and award the security contract, for the period July 1, 1990 to June 30, 1991, to Security Against Crime at $15.00 per hour for armed guards and $,11.25' per hour for unarmed guards. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve withdrawal of the Argus Security Patrol , Inc. , bid and award of the contract to Security Against Crime, the residents at E1 Pueblo, Pittsburg and Las Deltas, North Richmond, would be deprived of security services which afford them decent, safe living conditions. The Housing Authority could incur additional expense, in excess of the moderate increase in' the contract, should staff re-bid the security services contract.
