BACKGROUND: Each month the County' s Construction Manager for the West County Justice Center, Marsh Creek Detention Center and Martinez Detention Facility, O'Brien-Kreitzberg & Associates, Inc. , files a progress report with the County on the work they are supervising on the construction of the West County Justice Center, Marsh Creek Detention Center and the Main Detention Facility in Martinez. Progress Report # 20 for March, 1990 notes, in regard to the West County Justice Center, that the corrected Administrative Draft EIR was reviewed and returned to the consultant. The Draft EIR is to be issued to the public in April. Critical construction activities were communications wiring and equipment at the Administration Building and the ceiling installation at Building 8 . Construction was 89. 50 completed. A time extension of 78 days has already been approved. A request for a time extension of an additional 45 is pending. The forecast completion date is now July 26, 1990. The project is within budget. The Community Development Department prepared the environmental Notice of Exemption. A resolution approving plans and specifications was scheduled to go to the Board of Supervisors on April 10 . The bid date has been scheduled for May 9, 1990 . The construction period will be 180 days. Work within F-Module is scheduled to occur over a 42 day period and work within M-Module is scheduled to occur over a 63 day period. These modules will be partially occupied during construction. In regard to the Marsh Creek Detention Facility, the Progress Report notes that miscellaneous "punch list" and warranty work is not yet complete. The Contractor was put on notice January 22, 1990. He was notified that if the work was not completed quickly, final corrections will be done by others and paid from remaining project retention. Although some corrective work was done, there is no indication that it is a serious effort. MAJOR AREAS OF CONCERN: i. West County Justice Center: ♦ Contract B: Walsh Construction Company a. Backflow Preventers: Issue: The backflow preventer in Building S released water that damaged the ceiling tile. Action: The Construction Manager directed the Architect to review the design of the overlfow system to confirm that it has the required capacity. b. Building 4 Sidewalk: Issue: A portion of the sidewalk at Building 4 has heaved. Action: The Construction Manager directed the soils engineers to take samples of the subsoil and to determine if the problem was caused by expansive soils or by flooding resulting from poor drainage. C. Topsoil Stockpile: Issue: It is estimated there will be approximately 13000 cubic yards of topsoil remaining after the Contractor finishes spreading the topsoil he needs for the project. This will interfere with placement of the exterior light poles. Action: The Construction Manager directed the. Architect to redesign the on-site grading so that this soil could be disposed of on site. The response from the Architect failed to solve the problem The Construction Manager is now working with the Contractor and the Sheriff's Department to develop an acceptable plan. 7 CONTR,A.. . C.OSTA COUNTY JUSTICE PROGRAM PROGRESS REPORT NO. 20 MARCH 1990 d. Building 1, Lights in Atrium and Stairway #1: Issue: The lights in the Atrium and Stairway #1 of Building 1 have exposed ballasts which detracts from the aesthetic effect. Action: The Construction Manager has directed the Architect to review the contract documents to see if these are the proper lights. e. Food Cart Changes: Issue: Food Cart price quotes were received from the two manufacturers. They are based upon the Architect's specifications. The price of one bid was almost $70,000 less expensive than the second bidder's quote, but questions have been raised about it's quality. Action: The Construction Manager directed the Contractor to get an affidavit from the low bidder that these carts meet or exceed the minimum requirements of the contract specifications. f. Fencing:. Issue: The non-climbable fence was tested by the County's SWAT team and the Sheriff's Department states it failed to provide the required security. Action: The Architect states that the fabric is only one portion of the total security system. The Construction Manager directed the Architect to develop alternative concepts for the outer security fence. The Architect's March 14 response was distributed to the Sheriff's Department for review and comment. g. Retaining Wall at Main Gate: Issue: The grades at the main gate may be too steep for the proper operation of the security system. Action: The Construction Manager directed the Architect to study the area and recommend necessary corrections. 8 C O N T R A C-O S T A C O U N T Y J- U S T I C E P R•O G R A M PROGRESS REPORT NO. 20 MARCH 1990 h. Water Repellant: Issuer The substitute water repellant failed the moisture test and was rejected. The Sheriff expressed concern that the specified material allowed 25% more moisture penetration. Action: The Contractor was directed to use the specified material. The Architect was requested to provide alternative material to be installed later, that reduced the 25% moisture penetration to an acceptable low level. i. Housing Fire Alarm: Issue: Sheriff states the housing fire alarm system was to be the same as the Martinez Detention Facility, but that is not what is installed. Action: The Architect was requested to review the original program requirements and respond. j . Fire Lines: Issue: Fire lines failed pressure test. Action: The Construction Manager directed the Contractor to excavate lines to identify leaks. 9 C O N T R A. GENERAL: The detailed schedule report is subdivided by three projects: West County Justice Center Marsh Creek Detention Facility Martinez Detention Facility The three projects are further divided into design and construction phases. The design portion includes general design data and a progress narrative. The construction section is subdivided by each contract and provides contract data, a progress narrative, and a bar chart. 2. West County Justice Center a. Design: The budget of $1,900,000 for furniture, equipment and signage does not appear adequate for the items specified. The Sheriff's Department has made several changes to stay within budget. The procurement of specific furniture items has begun. b. Construction: The West County Justice Center project includes two contracts: 1) The first contract was for the rough grading of the project site (Contract A), which is substantially complete. 2) The second contract is for the construction of the detention facility (Contract B).
