FINANCIAL IMPACT None. BACKGROUND ; Recently, your Board approved a contract amendment for Concord Transportation Service to increase'. the payment limit from $45,000 to $68,000 . At that time Supervisor Schroder requested further information on non-emergency transportation and on the need for this increase. The Merrithew Memorial Hospital and Clinics operation requires taxi services for patients who do not have the resources but do have a medical condition requiring transportation to their medical care. ' In addition, the County's agreement with Contra Costa Legal Services requires' certain transportation services for the medically indigent. In the Central County area, the Department had contracts with Martinez Taxi and Concord Transportation. In February we were notified by Martinez Taxi . Company that they would not be operating after March 31 , 1990 . 'Efforts were made to contract for these services . Concord Transportation Company was the only one able and willing to meet our 'needs; therefore, an increase in, their contract payment limit was necessary. At the same time, a further increase to the payment . limit was made to reflect the increased demand for non-emergency transportation. Both inpatient days .and outpatient visits are running above last year's historically high levels . Since the need for non-emergency transportation services are patient work. load driven, Martinez Taxi and Concord Transportation contracts . were exhausting available funds for FY 89-90 and amendments to increase payment limits for both contracts: would have been necessary. Notwithstanding the non-emergency transportation requirements of the Gascoine stipulation between the County and the Contra Costa Legal Services I Foundation, the Department is judiciously adm istering the program to meet patients' needs and to keep tr nsporta i n costs at a minimum..
