SUBJECT: DeAnza Trail Study
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Approve the contract with Arbergost, Newton and Griffith for
$30,000 on the DeAnza Trail Alignment and Feasibility Study.
2. Allocate the $10,000 County share of this study from the Navy
Trust Fund account.
3. Authorize the Director of Community Development to write the
City of Concord and the East Bay Regional Park District to
request payment of their $10,000 (each) study cost.
4. Authorize the borrowing of up to $20,000 from the Navy Trust
Fund to cover contract costs for those jurisdictions until
their funds are forwarded to the County.
FISCAL IMPACT
There are no General Fund impacts, except for contract
administration. The County's $10,000 share will come from the
Navy' s $5 million dollars Trust Fund. The City of Concord and the
East Bay Regional Park District have also pledged $10,000 each
toward completion of this study.
BACKGROUND/JUSTIFICATION
The City of Concord offered $10,000 toward the preparation of a
trail study connecting Concord to East County. In respon e to that
offer, Supervisor Torlakson brought together the interes ed a ncies

to work on a scope of work for this link of the DeAnza Trail. A
committee of Concord, EBRPD `and County staff has reviewed the
submitted proposals and has recommended Arbergost, Newton and
Griffith to do this feasibility study.
The County' s portion should come from the Navy' s Trust Fund for the
Port Chicago Road closure. Concord City Council and EBRPD staff
have indicated they will each provide $10,000 toward completion of
this study. Until those funds are received, authorization to
borrow from the Navy Trust Fund account to cover contract costs is
requested.
The Director of Community Development should write both those
agencies asking them to transfer their study contribution funds to
the County.
This trail feasibility study is necessary to the development of an
overall plan to determine the use of the Navy Trust Fund monies.
