Spooner, Contracts Administrator Costa DATE: June 14, 1990 County Approval of Novation Contract #24-475-3 with Beverly Bussa, M. C. , for SUBJECT: consultation and technical assistance for the third year of the County's Dual Diagnosis Demonstration Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Stuart McCullough) to execute on behalf of the County, Novation Contract #24-475-3 with Beverly Bussa, M.F.C.C. in the amount of $50,084 for the period March 1, 1990 through February 28, 1991 for consultation and technical assistance for the Health Services Department's Three-Year Dual Diagnosis Project. II. FINANCIAL IMPACT: This Contract is funded by Federal NIMH funds granted through the State Department of Mental Health (under Standard Agreement #29-454 for the County's Dual Diagnosis Local Demonstration Project. There is no requirement for local matching funds for this grant. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: In March 1987, the State Department of Mental Health selected a Health Services Department (Alcohol/Drug Abuse/Mental Health Division) proposal for a federally funded demonstration project to serve young adults with the dual diagnosis of both mental illness and substance abuse problems. On October 26, 1987, the Department received a Notice of Grant Award from the State in the amount of $139,485, and confirming that the National Institute of Mental Health had approved the three- year project for the period beginning September 30, 1987. An amended grant award extended the First Year through February 28, 1989. The Notice of Grant Award from the Federal Government for the third and final year has been received in the amount of $134,768 for the project period ending February 28, 1991. Novation Contract #24-475-3 with Beverly Bussa, M.F.C.C. , provides consultation and technical assistance for the Health Services Department to complete the Dual Diagnosis Demonstration Project to serve young adults with both serious mental illness and substance abuse problems. The contractor will.coordinate services with the County's Partial Hospitalization Program located in Richmond and with Phoenix Programs, Inc. , the provider of residential treatment services to County-referred Project clients.
