Spooner, Contracts Administrator `(io t6 DATE: 4 County SUBJECT: Approval of Contract Amendment Agreement #24-429-9 with Tri-County Women's Recovery Services for Alcohol Program Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Stuart McCullough) to execute on behalf of the County, Contract Amendment Agreement #24- 429-9 with Tri-County Women's Recovery Services, effective July 1, 1990, to amend Contract #24-429-6, (as amended by Administrative Amendment #24-429-7 and Contract Amendment Agreement #24-429-8) to increase the amount of the advance payment to be paid to Contractor for FY 1990-91 by $6,959 from $13,916 to $20,875, with no change in the Contract Payment Limit. II. FINANCIAL IMPACT: None. This two-year Contract (effective July 1, 1989 through June 30, 1991, with a six-month automatic extension through December 31, 1991) is funded in the Health Services Department Budget: (Org. #5915) , and approval of this amendment agreement will result in an increase in the FY 1990-91 advance payment amount only. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Tri-County Women's Recovery Center is a small non-profit agency which provides Alcohol Program Services for the County. Novation Contract #24-429-6 (effective July 1, 1989 through June 30, 1991, with a six-month automatic extension to December 31, 1991) was approved by the Board on October 31, 1989. In April 1990, Administrative Amendment 24-429-7, to provide for a cost-of-living adjustment as authorized by the Board, was executed by the County Administrator. Contract Amendment #24-429-8, which is expected to be approved by the Board on June 19, 1990, adds one-time-only Federal Block Grant funds to the FY 1989-90 Contract Payment Limit. At the time that this Contract was being negotiated, it was the intent of both the Department and the Contractor to provide the Contractor with advance payments of $20,875 at the beginning of each Fiscal Year to prevent a cash flow for this small. agency during the period that the County is closing out the prior year and the Contractor is beginning its next fiscal year operation. However, during the processing of the Contract the advance payment amounts were inadvertently reduced to $13,916, causing severe cash flow problems for the Contractor. Therefore, the purpose of Contract Amendment Agreement #24-429-9 is to increase the FY 1990-91 advance payment amount to $20,875, as originally negotiated. This advance payment has been approved by the Health Services Director and the Auditor-Controller in accordance with Recommendation #5 of the Internal Operations Committee's report on monitoring of contracts with non-profit agencies which the Board approved on June 27, 1989.
