SUBJECT: Approval of Contract Amendment Agreement #24-498-2 with
Bi-Bett Corporation
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee (Stuart
McCullough) to execute on behalf of the County, Contract Amendment Agreement #24-
498-2 with Bi-Bett Corporation, effective June 1, 1990, to amend Contract #24-498-
1 (effective October 9, 1989 through June 30, 1990) to increase the Contract
Payment Limit by $110,000 from $11,967 to a new total Payment Limit of $121,967,
for start-up of a new twenty-four bed youth residential alcohol recovery program
(Federal Unmet Needs Project) .
II. FINANCIAL IMPACT:
This Contract Amendment is funded in the Health Services Department Budget for
1989-90 (Org. #5915) and is financed by Federal "Unmet Needs" Block Grant Funds
(one-time only) from the State Department of Alcohol and Drug Programs.
No County funds are required. This amendment increases the Contract Payment Limit
by $110,000 as follows:
$ 11,967 Original Payment Limit (Fed. ADTR Rollover Funds, #13.141)
110.000 Amendment Increase (Fed. Unmet Needs Block Grant,. #13.992)
$ 121,967 New Contract Payment Limit
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
One-time-only Federal dollars were made available by the State to the County's
Alcohol Program. As required by the State, these monies were made available for
seed projects through the normal Request for Proposal process. One of the projects
requested and selected by the Health Services Department's Alcohol Program and the
Alcohol Advisory Board was the establishment of a youth recovery facility. The
proposal of one of our local contractors, Bi-Bett Corporation, was accepted.
I'` It is the intent of Bi-Bett Corporation, in cooperation with Contra Costa County,
to establish a 24-bed youth residential recovery program for boys ages 13-17 years,
inclusive, who are chronically alcohol and drug dependent. These one-time-only
Federal funds will provide funding for start up expenses to be incurred in opening'
this facility.
This program will address unmet needs of the County's drug/alcohol dependent youth.
Contra Costa County currently does not provide these services, and this program
is a top priority in the County's Alcohol Plan.
