RECON bUMATION
Indicate that the Board of Supervisors continues to SUPPORT AB
3708 by Assemblyman Campbell which would require the Legislative
Analyst to submit a report evaluating the feasibility of various
options to consolidate the public health programs of the State
Department of Health Services located in and around the City of
Berkeley and other sites in the Bay Area.
BACKGROUND:
On April 3 , 1990 the Board of Supervisors voted to support AB
3708 . On May 22, 1990 the Board voted to continue its support of
AB 3708 as it was amended on April 16, 1990. On May 22, 1990 the
bill was amended again.
The Health Services Director and Director of Public Health have
expressed their concern that the State Department of Health
Services was planning to transfer many of the fine programs which
it administers in the Berkeley area to Sacramento. The Board of
Supervisors has publicly expressed its concern with these plans,
as well.
Assemblyman Campbell has introduced AB 3708 which, as amended May
22, 1990 , would require the Legislative Analyst to report to the
Governor and several specified Committees of the Legislature by
May 1, 1991 on the feasibility of various options to consolidate

the public health programs of the State Department of Health
Services located in and around the City of Berkeley and other
sites in the Bay Area. The report is to include, but not be
limited to, an evaluation of all of the following:
* The size and cost of a building which would be needed to
house all of the City of Berkeley-based public health
programs of the department, assuming a reasonable degree of
public health program expansion in future years.
* The renovation of the current laboratory facility at 2151
Berkeley Way and consolidation of other public health
programs located in the Bay Area either at 2151 Berkeley Way
or at another East Bay area location.
* An exchange of real property which is owned by the Regents
of the University of California, adjacent to 2151 Berkeley
Way, for the State of California owned property located on
the southwest corner of University Avenue and Acton Street,
Berkeley. After the exchange of real property, the
renovation or construction of a new laboratory facility and
the consolidation of other public health programs located in
the Bay Area at 2151 Berkeley Way would take place.
* An exchange of real property which is owned by the Regents
of the University of California at a location known as the
Richmond Field Station for property owned by the State of
California at 2151 Berkeley Way, or construction of a new
facility at the Richmond Field Station which could be shared
by the University of California' s School of Public Health
and the State Department of Health Services.
* The relocation of the State Health Laboratory and
consolidation of other public health programs to an East Bay
area location or locations, other than the Richmond Field
Station in Richmond.
* The estimated costs of moving employees and contract staff
to each alternative locations, the costs of capital
improvements or reconstruction of buildings at each
alternative location, and possible methods of financing this
work, including the use of revenue bonds which could be sold
by the Treasurer on behalf of the State Department of Health
Services, or revenue bonds and certificates of participation
which could be sold by the University of California or the
City of Berkeley.
* The extent to which public health programs may be enhanced
or improved by each alternative location considered in the
report, based upon such factors as improved coordination
among related programs, convenience of location for
employees and the public, and employee morale.
In view of the concerns which have been expressed by Dr. Wendel
Brunner, in particular, regarding the impact of a move to
Sacramento on the Tumor Registry staff, it is appropriate for the
Board of Supervisors to express their continued support for AB
3708.
AB 3708 passed the Assembly Health Committee .April 17 , 1990 by a
vote of 12:5 . The bill is currently on the Assembly Ways and
Means Committee' s suspense file.
