RECOMMENDATION
Indicate that the Board of Supervisors continues to SUPPORT SB
2389 by Senator Russell and 20 co-authors which would require the
State Department of Alcohol and Drug Programs to develop and
distribute a brochure providing information on the care and
treatment of infants who have been exposed to drugs.
BACKGROUND:
on June 19, 1990 the Board of Supervisors voted to support SB
2389 as the bill was amended on April 26, 1990. On May 29, 1990
the bill was again amended.
Senator Russell and 20 co-authors have introduced SB 2389 . As
amended May 29, 1990, SB 2389 would do all of the following:
1. Adopt findings and declarations indicating the extend of the
problems the State faces with women who are substance
abusers and the extent of the problem with babies which are
being born substance exposed.
2. Requires the State Department of Alcohol and Drug Programs,
in consultation with the State Department of Health
Services, and using existing materials, to distribute a
brochure on the care and treatment of infants under the age
of six months who have been exposed to drugs.

3 . Requires that the brochure include the following:
* The signs and symptoms of an infant who has been
exposed to drugs.
* The health problems of infants who have been exposed to
drugs.
* The special feeding needs of infants who have been
exposed to drugs.
* The special care needs of infants who have been exposed
to drugs, such as not overstimulating those infants who
are addicted to cocaine.
4. Declares that the cost of distributing one million copies of
the brochure should be limited to $130,000 and indicating
the intent of the Legislature that these funds be obtained
through the federal alcohol, drug and mental health block
grant.
SB 2389 appears to be consistent with the Board of Supervisors'
Alcohol and Drug Action Plan in that it assists in identifying
those babies who may be drug .exposed so treatment and special
services can be sought for them promptly. As a result, it is
recommended that the Board of Supervisors indicate its support
for SB 2389.
SB 2389 passed the Senate Health and Human Services Committee on
April 18, 1990 by a vote of 8: 0. The bill passed the Senate
Appropriations Committee on May 21', 1990 by a vote of 10: 0. The
bill passed the full Senate on June 7, 1990 by a vote of 39:0 and
is currently awaiting a Committee assignment in the Assembly.
