RECOMMUMDATION
Adopt a position in SUPPORT of SB 2159 by Senator Bergeson which
would require the State Department of Alcohol and Drug Programs
to develop and maintain a centralized alcohol and drug abuse
indicator data collection system and require providers of
publicly funded services or services licensed by the department
to report data to the department and require the department to
issue an annual report profiling alcohol and drug abuse in the
state. The bill also revises and makes more flexible the
submission of alcohol plans and the process for amending the
county' s alcohol budget.
BACKGROUND-
Under existing law, the State Department of Alcohol and Drug
Programs is responsible for directing and coordinating the
state' s efforts to prevent or minimize the effect of alcohol
misuse, narcotic addiction and drug abuse.
SB 2159, as amended June 4, 1990, would do all of the following:
1. Requires the Department of Alcohol and Drug Programs to
develop and maintain a centralized alcohol and drug abuse
indicator data collection system which would gather and
obtain information on the status of the alcohol and drug
abuse problem in the State of California. The bill lists a

variety of types of information which are to be gathered.
The Department is also to issue an annual report which
portrays the drugs which are abused, populations affected,
user characteristics, crime-related costs, socioeconomic
costs and other related information deemed necessary in
providing a problem profile of alcohol and drug abuse in the
state.
2. Authorizes a county to amend its alcohol or drug budget as
long as the changes cumulatively redirect no more than 100
of the funds allocated to the county by the department on an
annual basis.
3 . Where an amendment to an alcohol or drug budget which
exceeds 10% of the amount allocated to the county must be
submitted after the May 31 deadline for the submission of
such changes to the department in order to maximize the
expenditure of state and federal funds, the county is
authorized to notify the Department and thereafter use the
final cost report as the revised final budget amendment.
4. Repeals the existing data collection system requirements in
favor of those identified in ( 1) above.
5. Deletes the requirement that the Department consult with the
alcohol program administrators on the forms and procedures
to be followed in submitting final cost reports.
Passage of SB 2159 will provide a more comprehensive picture of
the drug and alcohol problem in California and will simplify the
procedures which counties must follow in obtaining approval of
their drug and alcohol budgets. It is therefore recommended that
the Board of Supervisors indicate its support for SB 2159.
SB 2159 passed the Senate Health and Human Services Committee on
April 4 , 1990 by a vote of 9: 0. A hearing on the bill was waived
by the Senate Appropriations Committee. The bill passed the full
Senate April 26, 1990 by a vote of 25:0 . The bill is currently
awaiting a hearing in the Assembly Health Committee.
