MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: June 26, 1990 SUBJECT: Approving Plans and Specifications for 1990 Slurry Seal Project No.: 0672-6112145-90, County Wide CP #90-23 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Thursday, July 26, 1990, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code, and DETERMINE that the project is exempt from CEQA requirements as a Class 1 C Categorical Exemption, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. AUTHORIZE the temporary closure of the streets to be slurry sealed to through traffic for approximately four hours with the exception of emergency vehicles. II. Financial Impact: The estimated contract cost of the project is $344,400, funded by Gas Tax (100%). Reasons for Recommendations and Background: The project is needed to prevent deterioration of existing streets. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because this project is maintenance of an existing facility with no expansion of use beyond the existing facility. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. IV. Consequences of Negative Action: If the project is not approved for advertising, it will not be constructed.
