SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
1. Approve, in substantially- the form presented together with any
modifications approved by County Counsel, the Joint Exercise of
Powers Agreement creating the West Contra Costa Transportation
Advisory Committee (WCCTAC) and authorize its . signature by the
Chair;
2 . Appoint a representative and alternate from the Board to the
WCCTAC; and
3 . Authorize the Director of Community Development to use of Local
Street Maintenance and Improvement Funds received from the Contra
Costa Transportation Authority to fund the County' s participation
in the WCCTAC for Fiscal Year 1990-91 through 1992-93, in an
amount not to exceed $27,426. 66; and
4 . Authorize the Director of Community Development to advance
$6, 533 . 30 in Department funds to the Finance Director of the City
of Hercules on behalf of the WCCTAC for Fiscal Year 1990-91, _to
be reimbursed by future allocations of Local Street Maintenance
and Improvements Funds.
FISCAL IMPACT
The cost to the County ultimately will be funded through sales tax
revenues received from the Contra Costa Transportation Authority (CCTA)
as part of the Measure C Local Street Maintenance and Improvement
Program. At this time, the Department has received a $50, 000
allocation from the CCTA to fund preparation of the County's . Growth
Management Element to comply with Measure C.
The Department's recommendation relies on the allocation of additional
sales tax revenue from CCTA to fund participation on the WCCTAC.
Existing CCTA policy will provide an additional _$50, 000 per year to
the_ County in FY 1990-91, and FY 1991-92, for compliance with the
Measure C Growth Management -Program. Furthermore; the .CCTA is

Improvement Funds to the County for FY 1988-89 and FY 1989-90 based on
certain interim growth management measures that County has already
complied with. These future allocations will provide a funding source
for participation on the WCCTAC.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On April 3, 1990, the Board of Supervisors approved a resolution
supporting the County's participation in the West County Joint
Transportation Planning Project which will assist participating
jurisdictions in meeting the requirements of the Measure C Growth
Management Program. Subsequent to this, the WCCTAC has drafted a Joint
Exercise of Powers Agreement (JPA) formalizing the organization of
WCCTAC, and assigning WCCTAC the responsibility to undertake the West
County Joint Transportation Planning Project. On June 22 , the WCCTAC
referred the JPA to the West County cities, transit operators, and the
County for their review and approval (see Exhibit A) .
The agencies participating in the JPA include the cities of El Cerrito,
Hercules, Pinole, Richmond, and San Pablo, the County, BART, AC
Transit, and WestCAT. The County's financial obligations will be based
primarily on the unincorporated area's pro-rata share of West County' s
population, 10 percent. A Technical Advisory Committee comprised of
staff of the participating agencies will provide technical assistance
and guide the activities of consultants employed by WCCTAC. The City
of Hercules will serve as WCCTAC's Treasurer and Auditor.
The West County Joint Transportation Planning Project is a three-year
program to develop Action Plans for Regional Routes and assist
participating jurisdictions in meeting other requirements of the
Measure C Growth Management Program. Some of these activities will
duplicate completed work and ongoing activities of County staff in
developing a Growth Management Element for all unincorporated areas.
However, most products of the Project will directly meet the County' s
needs to satisfy transportation-related components of the Measure C
Growth Management Program.
The Transportation Authority will coordinate the West County Joint
Transportation Project with the activities of other Regional
Transportation Planning Committees in the county. The Authority
provides most of the funds for the Project. Funds will not be
dispersed without assurances that activities are performed in a manner
consistent with the transportation planning activities underway in
other regions of the County.
