HomeMy WebLinkAboutMINUTES - 06191990 - H.4 H. 4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA THE REDEVELOPMENT AGENCY OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 19, 1990 by the following vote: AYES: Supervisors/ Powers, Schroder, McPeak, Torlakson and Fanden Commissioners NOES: None ABSENT: None ABSTAIN: None --------------------------------------------------------------------- --------------------------------------------------------------------- SUBJECT: Joint Public Hearing Between Board of Supervisors And Redevelopment Agency On Proposed Rodeo Project Area Redevelopment Plan. This is the time heretofore noticed for a joint public hearing between the Contra Costa County Board of Supervisors and the Redevelopment Agency on the proposed Rodeo Project Area Redevelopment Plan. The Chair called the roll of the Board of Supervisors and the Commissioners of the Redevelopment Agency. All five members were present. The Clerk of the Board administered the oath to those wishing to speak on this matter. James Kennedy, Director of Redevelopment, presented the staff report on the matter before the Board and the Agency, describing the process involved in developing the proposed plan, and he commented on the concerns expressed by the community. Karen Tiedemann, Goldfarb and Lipman, Agency Special Counsel, presented the report on the plan, commenting on the Planning Commission recommendation for adoption of the plan, the Environmental Impact Report prepared for the plan, the noticing process for the hearing today, and she submitted for the record the published notice of hearing and the declaration of mailing to the property owners. The public hearing .was opened and the following persons appeared to testify: Frank Bosworth, 134 Lake Avenue, Rodeo, Advisory Committee To The Redevelopment Agency, read a letter of recommendations and concerns into the record. Leland Graves, 524 4th Street, Rodeo, Rodeo Advisory Committee, spoke in favor of the Redevelopment process in Rodeo, and explained his dissenting vote on the Committee recommendation. Rory Lewis, 1391 Seventh Street, Rodeo, expressed concerns on issues including the opening of California St, traffic on Seventh Street, and parking. C. Matty, 517 Suisun Avenue, Rodeo, commented on lack of notification and communication, and he expressed concerns with additional growth. Andree Cargile, 830 Elm Drive, Rodeo, member of the Rodeo Redevelopment Advisory Committee, presented a letter expressing concerns and elaborated on concerns relative to the Advisory Committee and the marina area. Lynn Cherry, 936 Elm Drive, Rodeo, spoke in favor of redevelopment in Rodeo and expressed concerns relative to the Seventh Street and California Street extensions, and the development of the waterfront area. Howard Ashcraft, .1316 Seventh Street, Rodeo, spoke in opposition to the plan. Alan J. Leal, 256 Sharon Avenue, Rodeo, Secretary of the Rodeo Bass and Sportsmen' s Club, expressed concerns on issues including requesting a delay in the adoption of the plan and needed assurances to the community. Anthony Leal, 111 3rd Street, Rodeo, expressed concerns with the pace of the process and the lack of communication. Richard Luchini, 912 Hawthorne Drive, Rodeo, spoke in opposition to the California Street extension, and expressed concerns relative to the marina and he requested postponement of a decision on the redevelopment plan to allow the community to become involved in the process. Supervisor Powers requested a delay in the adoption of the plan to allow time for several meetings with the community of Rodeo. Mr. Kennedy advised of a time frame requiring adoption of the plan by July 17, 1990. Supervisor Powers suggested delay of the adoption for three weeks to allow information to be disseminated to the community relative to the plan. Supervisor Schroder indicated support for responding to the concerns of the community. Supervisor Powers requested staff to make themselves available to the citizens of Rodeo for a day to answer various concerns and explain the plan to the community. Supervisor Fanden requested clarification on the use of eminent domain. Mr. Kennedy responded that it was to be used as a last resort to implement projects that clearly have the support of the community. Supervisor Powers moved to close the public hearing and postpone the decision to July 10, 1990 . Supervisor Schroder seconded the motion. Supervisor Torlakson indicated support for the motion, and commented on the benefits of redevelopment. Supervisor Fanden commented on the need for redevelopment in Rodeo, and she commented in opposition to the opening of California Street. Supervisor Fanden read comments from Clay Gillette in opposition to the opening of California Street. IT IS BY THE BOARD AND AGENCY ORDERED that the decision on the proposed Rodeo.
