PHIL BATCHELOR,CLERK OF THE BOARD OF SUP VISO AND CO N Y ADMINISTRATOR a BY DEPUTY 1 The process of initiating the processing of solid waste facility projects with requests for General Plan reviews, followed by the submission of Comprehensive Project Descriptions and the preparation of Environmental Impact Reports, was established by Board policy in 1984. It was applied to the last comparable project, the Acme transfer station, in 1986. This project proposal has been anticipated for some time. A West County transfer station is expected to succeed the West Contra Costa Sanitary Landfill when the latter reaches capacity in 1993 . The traffic analyses .and other aspects of the Keller Canyon and Marsh Canyon landfills are predicated on the transporting of West County waste in transfer vans. jl50w:wes.brd 2
