SUBJECT: General Plan Review for the West County Integrated Resource
Recovery Facility Project
SPECIFIC REQUEST(S)OR RECOMMENDATION IS)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the Community Development Department to perform a review of the
County General Plan as it pertains to the proposed West County Integrated
Resource Recovery Facility.
FINANCIAL IMPACT
The costs of reviewing the County General Plan and processing subsequent
approvals and entitlements, such as an Environmental Impact Report and Land
Use Permit, will be borne by the project sponsor.
BACKGROUND/REASONS FOR RECOMMENDATION
The West County Integrated Resource Recovery Facility (IRRF) is a proposed
solid waste transfer station and recycling facility. The project's sponsor
is the Richmond Sanitary Service (RSS) .
RSS requested the Board of Supervisors to authorize the Community Development
Department to review the County General Plan -- the first step .in initiating
the processing of the project -- in a letter dated May 22, 1990. The Board
referred the request to the Director of Community Development on June 5,
1990. The Community Development Department recommends that the Board
authorize the General Plan Review, as requested.

The process of initiating the processing of solid waste facility projects
with requests for General Plan reviews, followed by the submission of
Comprehensive Project Descriptions and the preparation of Environmental
Impact Reports, was established by Board policy in 1984. It was applied to
the last comparable project, the Acme transfer station, in 1986.
This project proposal has been anticipated for some time. A West County
transfer station is expected to succeed the West Contra Costa Sanitary
Landfill when the latter reaches capacity in 1993 . The traffic analyses .and
other aspects of the Keller Canyon and Marsh Canyon landfills are predicated
on the transporting of West County waste in transfer vans.
