SUBJECT: Support for a grant proposal by U . C . Berkeley ' s Schoo of Public Health
in which Contra Costa ' s Health Services Department would be a major
Subcontractor in a School /Community Demonstration Project in Richmond
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
ACTION•
Support the grant proposal submitted by U.C. Berkeley Is .School
of Public Health to the Centers for Disease Control for a
community/school integrated preventive effort targeted to high-risk
youths in Richmond.
Authorize the Health Services Department Public Health
Division to enter into a subcontract with U.C. Berkeley should the
proposal be funded, and to implement a project in Richmond which
will integrate and target services of the Health Services,
Probation, and Social Service Departments to target communities,
schools and youths in Richmond.
FISCAL IMPACT: The subcontract would be for approximately $150, 000-
$200, 000 per year over a three year period ($500, 000, total) . The
Public Health Division will be providing minimal in-kind funding
for the project from already budgeted activities and programs.
Reasons For Recommendation:
Youth are experiencing preventable health and social
impairments at unprecedented high rates. Areas of concern include
interpersonal violence, teen pregnancy, traffic fatalities, AIDS,
substance abuse, nutritional deficiencies, illiteracy, and school
dropouts and failures.
The University and the Health Department have an extensive
history of cooperation. If funded, this grant would establish a
national Health Promotion Center on the Berkeley campus. Its focus
would be methodologies for promoting health and preventing disease
among adolescents, with an emphasis on the value of an integrated
collaborative approach. The Health Services Department, Richmond
School District, and community organizations have been working
together on numerous projects to better address the health needs
of this community. This would provide the resources and the
expertise to address these issues in a more intensive collaborative
manner and to more effectively involve the youth and their
families. Some of the funding from this 'demonstra ion project
would go directly to school health staff an communi projects.
