Spooner, Contracts Administrato Co DATE: June 4, 1990 County SUBJECT: Approval of Contract Amendment Agreement #24-396-6 with Diane Frary SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: .Approve and authorize the Health Services Director, or his designee, to execute on behalf of the County, Contract Amendment Agreement #24- 396-6 with Diane Frary, effective May 1, 1990, to amend Contract #24- 396-4 (effective July 1, 1989 through June 30, 1990) , as amended by Contract Amendment Agreement #24-396-5 (effective February 19, 1990) to increase the contract payment limit by $5, 000, from $36, 004 to a new total payment limit of $41, 004 . This contractor provides consultation and technical assistance services to coordinate activities of the Mental Health Advisory Board, coordinate the Alcohol/Drug Abuse/Mental Health Division Internship and Training Program, and provide technical assistance with researching and writing the mandated Short-Doyle Annual Plan. II. FINANCIAL IMPACT: This contract amendment is funded in the Health Services Department Budget with 90% State Short-Doyle Mental Health funds and 10% County matching funds. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On October 17, 1989, the Board of Supervisors approved Standard Contract #24-396-4 with Diane Frary for consultation services. The Health Services Department projected that an appropriate personnel position would be created and filled by March 1, 1990 to carry out the technical assistance functions currently provided by Ms. Frary. Necessary personnel actions have not been completed. An increase in the contract payment limit is necessary to provide funding to continue the organizational support to the Mental Health Advisory Board and the administrative functions related to internship program recruitment and Alcohol/Drug Abuse/Mental Health Division training activities, including training related to compliance with Federal Alcohol/Drug Abuse/Mental Health Block Grant requirements in West County. The document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) .
