Bragdon - County Director of Corm mity Development DATE: June 5, 1990 SUB=: Approve Consulting Services Agreement with Public Affairs Management for the Environmental Impact Report on the Bailey Road Interchange Improvements. SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Approve and authorize the Chair of the Board of Supervisors to execute a consulting services agreement with Public Affairs Management for the Environmental Impact Report on the Bailey Road Interchange Improvements. FISCAL IMPACT Funding for the $9.7, 500 cost of the Environmental Impact Report- to be prepared by Public Affairs Management is available from agreements between Contra Costa County, the Contra Costa Transportation Authority, and BART. There will be no impact on County General Fund monies. BACKGROUND/REASONS FOR RECOMMENDATIONS Under Measure "C", the Contra Costa Transportation Authority is the responsible agency for the Highway 4/Bailey Road Interchange Improvements. Based upon CALTRANS. approval and cooperative agreement between the County and the Transportation Authority, the County is serving as the. Lead Agency for the projec and is providing .the environmental studies required under CEQA. DEPUTY 1pa/jb/pubafrs.bos The proposed schedule for the Highway 4/Bailey Road Improvements calls for the completion and certification of the EIR by May, 1991 with right-of-way acquisition to be completed by December, 1992 and construction to be completed by December, 1994 . CONSEQUENCES OF NEGATIVE ACTION Without authorization for the Environmental Impact Report on the Bailey Road Interchange Improvements, the project cannot proceed. CEQA (California Environmental Quality Act) requires that an environmental impact assessment be completed.
