Slusher SUBJ: P300 REQUEST - SOCIAL SERVICES PROGRAM Wrmrons MONITOR ----------------------------------------------------------------- ----------------------------------------------------------------- Attached is a P300 document requesting study of Vocational Counselor position #266 and the creation of a new class, Social Service Program Monitor, C5 1749 ( $2611-$3173 ) , and reclassification of Neil Nutter into that class. I. Recommended Action: Establish the class of Social Service Program Monitor and reclassify person and position #266 (Neil Nutter) from Vocational Counselor to the new class. II . Financial Impact 600 of this position is offset from State GAIN funds. Approval of this reclassification will result in a net increase of approximately $2, 549 annually. This Department is prepared to absorb this increase as part of our recommended 1989-1990 budget allocation. Reasons for Recommendation/Background The position is assigned to plan and coordinate Social Service Department work programs and also related to placement of GAIN participants and to act as Work Programs Coordinator/liaison with other County Departments and private non-profit agencies. The work is being done by a Vocational Counselor position which is inappropriate for the more advanced and administrative nature of the actual work performed. A classification questionnaire concerning the position will be forwarded to you; attached to this request document are outlines and other material explaining the position in some detail. The Department is requesting this position be allocated at the salary level of Social Work Supervisor I which is seen as a comparable level in the organization. IV. Consequence of Request: The position will remain inappropriately classified if this request is not approved and would have negative labor relations implications. As the percentage of time allocated to each responsibility varies on almost a monthly basis, the following will roughly estimate year figures. 1. Coordinate with General Services, Community Services and Social Services Departments, GA Work Programs and GAIN PREP functions, including on-site monitoring and technical assistance 407 2. Provide selective work experience slot development for GAIN PREP and GA Work Programs participants including negotiating with the directors and/or assigned staff of potential public or private nonprofit agencies 107 3. Make reports and presentations to the Board of Supervisors, other agencies and to staff within the department as required or requested 57 NN:sls Gen 9c (New 3/86) D R A F T Proposed Salary Level : C5 1828 ($2825-3434) Contra Costa County June 1990 SOCIAL SERVICE EMPLOYMENT PROGRAMS COORDINATOR DEFINITION: Under direction, plans, coordinates and monitors employment programs in the Social Service Department; serves as liaison with other County departments and community organizations; develops work experience slots; and performs other related work as required. DISTINGUISHING CHARACTERISTICS: Social Service Employment Programs Coordinator is distinguished by its responsibility for coordinating and monitoring employment and training components for clients of the General Assistance, Greater Avenues for Independence (GAIN) Pre-Employment Preparation (PREP) , and other work experience and training programs in the Department. This class is distinguished from Vocational Counselor in that incumbents of the latter are primarily responsible for identifying and assessing employability levels of public assistance applicants and recipients. It is further distinguished from Vocational Services Supervisor I in that the latter supervises a unit of Vocational Counselors. Supervision is received from a Social Service Division Manager. TYPICAL TASKS: Coordinates and monitors public assistance clients referred to work experience programs; conducts on-site visits to monitor and review the performance of contract GAIN-PREP and work program agencies and participants; monitors compliance with applicable contract provisions, employment program regulations and applicable labor laws; investigates incidents of possible non-compliance; coordinates employment program activities with applicable divisions of the Social Service Department and other County departments; acts as liaison with other County departments and community agencies to develop appropriate employment program contracts and work slots and to resolve problems; develops contract language describing employment program job slots; makes recommendations on the acceptance and renewal of PREP and work program contract agencies; coordinates contracts and inter-departmental agreements with the Contracts Unit of the Social Service Department; gathers and analyzes data relative to expansion and changes needed in employment programs; provides technical assistance as needed; prepares studies and reports on employment programs. MINIMUM QUALIFICATIONS: License Required: Possession of a Valid California Motor Vehicle Operator's License. Education: Possession of a baccalaureate degree from an accredited college or university with a major in social or behavioral sciences, vocational counseling, career guidance or a closely related field. Experience: Three years of full-time experience or its equivalent in vocational counseling, job development or job placement with primary responsibility for the evaluation and assessment of the employment related problems of youths or adults. Substitutions: 1) Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years; 2) one additional year of qualifying experience may be substituted for the required academic major. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of public and private employment resources and available training; knowledge of the local and regional labor market; knowledge of desirable educational and experience backgrounds for various types of employment; ability to identify and assess employability factors and to assist clients in removing barriers to employment; ability to interview, counsel and maintain rapport with clients on public assistance; ability to instruct, train and/or orient clients and staff individually or in group settings; ability to interpret rules and regulations; ability to gather and analyze data and make recommendations; ability to establish and maintain cooperative and effective relationships with clients, departmental staff, outside agencies, local labor organizations and the general public; ability to speak effectively; ability to prepare clear and concise reports.
