HomeMy WebLinkAboutMINUTES - 06191990 - 1.5 (2) 1-050 TO: BOARD OF SUPERVISORS Contra _ Costa osta Phil Batchelor, County Administrator County DATE: June 11, 1990 SUBJECT: LEGISLATION: AB 3925 (Willie Brown) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in SUPPORT of AB 3925 by Assemblyman Willie Brown which would submit to the voters a bond measure of $400 million to provide funds for facilities to care for children and individuals in need of long-term care and in addition authorize the issuance of $550 million in revenue bonds, contingent on the approval by the voters of the general obligation bond issue. BACKGROUND- Assemblyman Willie Brown and 19 co-authors ( including Assemblyman Tom Bates) have introduced AB 3925 which, as amended May 16, 1990 would submit to the voters the California Family Care Services Facilities Act of 1990 . As amended May 16, 1990 this measure would do all of the following: 1. Adopt findings and declarations by the Legislature to the effect that California needs more facilities to care for young children and the elderly, that the elderly are the fastest growing population in California, that many of those who are caring for elderly relatives are working outside the home and have young children of their own, that the supply of child care facilities has not kept up with the need and that there is an acute shortage of subsidized child care slots for children from low income and single parent families, that there are inadequate facilities to care for the elderly and disabled. Express the intent of the Legislature that the proceeds from the sale of the bonds authorized by this measure be used to meet and expand the capacity for child care and community long-term care services by licensed facilities. 3 . Creates the California Family Care Service Facilities Authority of 12 individuals. Four members are appointed by the Senate Rules Committee, four by the Speaker of the Assembly, and four by the Governor. One of the members appointed by each individual or group must be either a child care provider or an individual who is knowledgeable about child care programs and one of whom must be a person who is a long-term care provider or a person knowledgeable about long-term care programs. Members serve four year terms and may be reimbursed for actual and necessary expenses. 4. The Authority would make loans from the proceeds of the revenue bonds to public or nonprofit agencies or other entities for the purpose of constructing, acquiring or renovating facilities for child acre or community long-term care services. The Authority would use the proceeds of the general obligation and revenue bonds to construct, acquire, renovate and expand family care service facilities that provide services for children needing day care and individuals needing long-term care, such as adult day care, attendant care and respite care. 5. Place on the November 6 , 1990 ballot a bond measure authorizing the sale of $400 million in general obligation bonds for the purposes outlined above. 6. .Authorizes the Authority to also issue $550 million in revenue bonds for the purposes outlined above, contingent on the approval by the voters of general obligation bond issue. The Board of Supervisors has been concerned for some time with the availability and quality of care provided by both child care facilities and long-term care facilities. AB 3925 would assist in solving this need by providing funds for the capital costs of acquiring and constructing such facilities. It is therefore recommended that the Board of Supervisors indicate its support for AB 3925.
