BACKGROUND: The Department of the California Highway Patrol (CHP) currently operates a Designated Driver Program. Assemblyman O'Connell has introduced AB 3620 which, as amended May 3 , 1990, would require the CHP to prepare a one-page information sheet describing its Designated Driver Program, including who an alcoholic beverage licensee may contact for assistance in establishing a Designated Driver Program. The Department of Alcoholic Beverage Control would be required to send a copy of the CHP' s information sheet to each on-sale licensee at the time of their annual license renewal. The bill would also impose a $5 surcharge on all alcoholic beverage licensees. The surcharge would be deposited in the Motor Vehicle Account in the State Transportation Fund and used for the CHP' s Designated Driver Program. It is therefore recommended that the Board of Supervisors indicate its support for AB 3620. AB 3620 passed the Assembly Transportation Committee April 23 , 1990 by a vote of 16:0. The bill was referred to the Consent calendar by the Assembly Ways and Means Committee and passed full Assembly May 31 , 1990 by a vote of 72: 0. The bill is currently awaiting a Committee assignment in the Senate.
