HomeMy WebLinkAboutMINUTES - 06191990 - 1.42 °042 TO: BOARD OF SUPERVISORS sE--L- a�-s..., Contra FROM: Costa Phil Batchelor, County Administrator s : o¢ County DATE: June 11, 1990 ------ - _- q SUBJECT: LEGISLATION: SB 2416 (Bergeson) SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDATION Adopt a position of SUPPORT IF AMENDED for SB 2416 by Senator Marian Bergeson which would increase the current penalty assessment of 50 cents in Los Angeles, Orange and Ventura Counties on all fines for criminal offenses, including Vehicle Code offenses to $1 and allow the proceeds to be used for either the CAL-ID or DNA (genetic fingerprint) identification systems. BACKGROUND: Under current law Los Angeles, Orange and Ventura Counties are authorized to impose a 50 cent penalty assessment on fines collected for criminal offenses, including Vehicle Code violations. The proceeds of this penalty assessment can be used only for the County Automated Fingerprint Identification (CAL-ID) Fund. Senator Bergeson has introduced SB 2416 which, as amended April 25, 1990 , would authorize these three counties to increase the penalty assessment from 50 cents to $1 and use the proceeds for either the CAL-ID Program, a DNA (genetic identification) program or both such programs. The Sheriff-Coroner would very much like to have Contra Costa County added to this bill so he can begin to establish a DNA identification program and better finance the existing CAL-ID Program. A copy of the Sheriff ' s letter on this subject is attached. SB 2416 passed the Senate Judiciary Committee on April 17, 1990 by a vote on 7: 3 and the full Senate on April 26, 1990 by a vote of 25: 4. The bill is currently on referral to the Assembly Public Safety Committee.
