MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: June 19,1990 SUBJECT: Approve Cooperative Agreement With Contra Costa Transportation Authority To Fund Phase II Preliminary Engineering and Environmental Studies for State Route 4 Bailey Road Interchange Project No.: 4660-6X4155 & 6X4156. SPECIFIC REQUEST(S)OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Approve and Authorize the Chair to execute the Cooperative Agreement with. Contra Costa Transportation Authority (CCTA) to fund Phase II Preliminary Engineering and Environmental Studies for the State Route 4 Bailey Road Interchange Modification Project. II. Financial Impact: There will be no impact to the County General Fund. The estimated combined cost for Phase II preliminary engineering and environmental studies for the project is $400,000. The funds will come from CCTA as part of Measure C project allocations. III. Reasons for Recommendations and Background: In November 1988, the Contra Costa County voters approved Measure C, a one-half cent sales tax to fund various transportation improvements within the County. State Route 4 widening project from Willow Pass Road in Concord to at least.Railroad Avenue in Pittsburg, and the BART rail extension form Concord to North Concord and eastern Contra Costa County are included in the Expenditure Plan approved by the voters. This agreement will fund the Phase II preliminary engineering and environmental studies for the construction of the State Route 4 Bailey Road Interchange. This project is a result of the BART station site being located within the roadway median at Bailey Road and State Route 4. The County Public Works Department will administer the preliminary engineering and Community Development will administer the CEQA EIR and will be the lead agency. Caltrans will provide project oversight. IV. Consequences of Negative Action: Should the Board not approve this agreement, the BART extension to East County by 1997 could be delayed.
