DATE: June 12, 1990 County SUBJECT: Request to Bay Area Air Quality Management District Re Establishment of Goals to Reduce Health Risks' SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Request the Bay Area , Air Quality Management District (BAAQMD) to. adopt a policy goal based on a feasibilty analysis by the APCO to reduce by 50 percent the health risks associated with :air emissions in the Bay Area by the year 1995 . Endorse the .atta'ched proposal from Supervisor McPeak and Powers and Councilman Paul Cooper. BACKGROUND The new Air Toxics Inventory program of the BAAQMD is now functioning very well, and comprehensive data is being compiled in a manner in our region that is unique. We think the next step is to use the Air Toxics Inventory as the factual data base from which to develop a program and timetable to reduce health risks . In other words , if you can measure health risks, then you can reduce health risks . The APCO and staff should conduct a series of workshops to develop consensus on strategies to reduce health risks based on the volume and toxicity of the various air toxics being emitted in the Bay Area. This approach would allow ;discussion of the cost effectiveness .of. certain strategies and measures . This policy goal and directive to staff does not conflict with the air toxics work of the state Air Resources Board it augments their work. Further, the BAAQMD has always shown aggressive leadership in the area of air. toxics, and it. is time to request that it take the. next step. Attached is the letter from McPeak, Powers, and Cooper. Health Risks from Air Toxics ----------------- We respectfully request that the BAAQMD schedule at a Board of Directors ' meeting in the near future a discussion of the adoption of a new program policy for the reduction of health risks related to air toxics emissions in the Bay Area .. We recommend that the BAAQMD adopt a policy goal based on a feasibility analysis by the APCO to : Reduce by 50 percent the health risks associated with air emissions in the Bay -Area by the year. 1995 . The APCO and staff certainly will have to assess the feasibility of this goal and advise the Board of Directors on how it can be achieved.. However, it is essential that the Board of Directors take an aggressive policy role to reduce health risks from air toxics .
