ALCOHOL ACTION PLAN SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECONMUMATIONS 1. Concur with the planning being proposed for a major television and newspaper event planned for September 7 , 1990 as proposed by KGO-TV (Channel 7) and Lesher Communications as outlined below. 2. Request the Health Services Director to recommend to the Internal Operations Committee the membership'. of a Steering Committee. . for the September 7 media event which would be responsible for the overall integrity, structure and tone of the program. This Steering Committee should include the members of the Board of Supervisors, Chairs of the Alcohol and Drug Advisory Boards, the individuals who signed the argument in support of Measure D (The Countywide Drug and Alcohol Action Plan) , representatives of the. Police Chiefs Association, the Drug Program Administrator, Alcohol Program Administrator, labor and business representatives and others as recommended by the Health Services Director and Internal Operations Committee and appointed by the Board of Supervisors. With the exception of the individuals who signed the argument in support of Measure Dall members of the Steering Committee should be members of the Drug and Alcohol Coordinating Committee. 3 . Request the Health Services Director to recommend to the Internal Operations Committee the membership of a Technical Advisory Committee for the September 7 program. This Technical Advisory Committee should be responsible to authenticate the program content of the media event. Other members should include drug and alcohol , providers as recommended to the Board of Supervisors by the Health Services Director and Internal Operations Committee. 4. Authorize the Alcohol and Drug Executive Committee to oversee the planning for this media event and insure that everything is completed in a timely manner. 5. Authorize the Health Services Director to recommend to the Internal Operations Committee additional County staff who should be added to the Alcohol and Drug Executive Committee in order to insure that the Executive Committee more nearly reflects the demographic, racial, ethnic and sexual distribution of the County. 6. Agree to call the next meeting of the Coordinating Committee for the afternoon of Monday, July 9 , 1990 at a location to be announced and urge each member of the Board of Supervisors to be present at the meeting. Authorize the Internal Operations Committee to work with the Health Services Director on the agenda for that meeting. 7. Request the Health Services Director to insure that the media members of the Coordinating Committee are fully briefed on the plans for the September 7 media event and solicit their participation in the planning for the media event. 8. Concur with plans proposed by the Health Services Director to assume direct supervision of the Alcohol Program Administrator and Drug Program Administrator- as of July 1, 1990 when the current Mental Health Director, Stuart McCullough, resigns and Joseph Hartog, M.D. is appointed as Acting Mental Health Director. 9. Concur with the revised membership of the Drug and Alcohol Coordinating Committee as is reflected in, the attached memorandum dated :June 4 , 1990 from the County Administrator' s Office to the Internal Operations Committee. BACKGROUND: Attached is a memorandum from the Health Services Director summarizing the results of the two media meetings which were held on May 16 and 17 , 1990. As a result of these meetings the General Manager of KGO-TV committed his station to run a 90 minute program on the evening of Friday, September 7, 1990 focusing on the drug and alcohol programs in Contra Costa County. The Managing Editor of the Contra Costa Times, Ann. Hagen Kellett, promised to coordinate closely with KGO-TV and run a series of articles in the Lesher newspapers leading up to the September 7, 1990 program. This display of cooperation and commitment on the part of the print and electronic media provides the County with a unique opportunity to showcase what is being done under the leadership of the Board of Supervisors to address drug and alcohol problems in Contra .Costa County. Preliminary plans at this point call for a 90 minute program, 60 minutes of which would be filmed in advance and would show some of the alcohol and drug programs which are operated on behalf of the County, either directly by County employees or by contract with other non-profit agencies in the community. The final 30 minutes of the program would be a viewer call-in which would provide an opportunity for viewers to express their opinions, ask questions or seek information. The Health Services Director is suggesting the formation of a policy level Steering Committee as noted above to oversee the planning for this program and a Technical Advisory Committee to insure the integrity and accuracy of the program content which is presented. The Health Services Director also reported that he has followed up on several of the assignments which were made by the Board of Supervisors on May 22 , 1990, namely, in sending letters to those who participated in the first meeting of the Coordinating Committee ( see attached copy of this letter) and .in asking each individual who attended the first meeting of the Coordinating Committee to complete an evaluation of the meeting ( see attached evaluation sheet) . Although we had planned on not having the next meeting of the Coordinating Committee until September, we believe that an earlier meeting is essential because of the opportunity which is presented by the September 7 television program and the need to insure that the members of the Coordinating ` Committee are involved in the planning for the program. 'Thus , we are suggesting a meeting July 9 in the afternoon, probably at a church somewhere in central county. Finally, the Health Services Director notes that with the resignation of Stuart McCullough on June 30 , 1990 he plans to appoint Joseph Hartog, M.D. as Acting Mental Health Director. America. in Concord and on May 17, 1990 at the Bank of America in San Francisco, the: Contra Costa County Board of Supervisors hosted . a meeting of .. med fa executives representing electronic and print media covering this; County. The meetings were held , to introduce media executives to the County Alcohol and Drug. Action Plan in general and the media portion of the Action Plan in particular. Though not well attended, the meetings accomplished the stated objective and much more. The media executives attending and the details of both meetings are set forth below. Supervisor Powers requested that all members of the Board of Supervisors be provided a copy of the details of the meetings. I. Media Advisory Committee A. Media executives were asked by Supervisor McPeak to 'serv.e on an advisory committee concerning programming and direction of information. Those agreeing to serve on the Committee: Jim Topping., President and General Manager KGO-TV (ABC) Ann Hagen Kellett, Managing Editor, Contra Costa Times Jeni Matthews,. Producer KFCB-TV Liz Saint John, News and Public Affairs Director KRQR (CBS) Javier Valencia, Public Affairs Director KRON-TV (NBC) II. Media Special A. Jim Topping, Ann Kellett, and Jeni Matthews agreed to coordinate a media special covered simultaneously by the print and electronic media. - This special committee will make sure that the Special totally covers Contra Costa Contra Costa County -?i County. The Special will be presented on September 7, 1990 in an effort to reach the citizens of the County just as the students return to school. The media executives:,stated they need enough lead time to present a complete program and ensure "Emmy Award" quality. This event will focus on the County Action Plan and its implementation.- B. mplementation.B. A preliminary meeting prior to June 1st was suggested to familiarize this special committee with each section of the Action Plan and to. discuss specific success stories that can be highlighted. C. The Health Services Department will develop a booklet setting forth programs, services, and individuals in this County working in the substance abuse field or on implementation of the Action Plan. The booklet will include vignettes that can be produced to illustrate the implementation of the Action Plan. . D. Jim Topping, KGO-TV, asked that in order to conform to the federal rules they must operate under, the County must request a coordinated and cooperative effort from .the electronic and print media. This will be done by the Health Serviced Department. E. It was also requested that arrangements be made to ensure that a 24 hour contact point be established for viewers and readers to respond to after the Special. III. KFCB-TV (ch '42) A. KFCB-TV requested participants for a 30 minute live segment on the Action Plan implementation, to be filmed on May 24, 1990. 1. Supervisor McPeak suggested the participants be: Supervisor Torlakson, Rev. Jerry Hill, Chuck Latting. All have agreed to participate. IV. Partnership for a Drug Free America A. Jim Topping, KGO-TV, stated he would make people available to help with the national PSA's - "Partnership for a Drug Free America." V. General Comments A. Media executives' comments 1. They need contact people and those people -must be available on short notice since the media is always on short deadline. 2 . They don't like just information. They need local stories, i.e. a real family signing the family agreement. 3. There needs to be a- meeting with the working press in the County to establish personal relationships. 1 ' 4. The County must be able to track progress so the media can see progress. 5. Interest is difficult to sustain, but effort must be made to sustain media interest by highlighting different aspects of the implementation process. 6. The county needs several individuals to act as spokespersons so the media doesn't have to show the same people all the time. 7. Citizens need to help provide information to the media that will encourage people to vote in the election. S. Many good ideas come from other parts of, the country and'.we should try to gather information on other things .that work and use them. 9. On behalf of the Board of Supervisors, I would like to thank you for attending the first -meeting of the County-wide Coordinating Committee on a Drug Free Contra Costa. Your presence at Faith Lutheran Church on May 10 was extremely important to the .effort to stop substance abuse in our county. It was inspiring to see how many city councils., school boards, community organizations, county departments, media and community representatives were joining in this Partnership for: a Drug Free Contra Costa. The meeting was truly representative of our vast and diverse county. While we have made substantial progress in -fighting substance abuse, particularly since the Alcohol and Drug Summit II, we have much work ahead of us. The interest is high, ' the commitment substantial. Planning for the next meeting in September, 1990 will take place over the summer months. If you .would like to be involved in the planning effort or have ideas about what would best serve you and your region at this meeting, please call Sheri Cramer at 646-4912 .
