I. RECOMMENDED ACTION 1. APPROVE Child Care Development contracts and AUTHORIZE the Director of Community Services or her designee to execute contracts with the State Department of Education, Child Development Division (SDE-CDD) , in the amount of $2 ,606,910, for the provision of child development services in the Richmond-San Pablo area for the period of June 1 , 1990 , through June 30 , 1991, and $391 ,037 for building renovation for the period of June 1 , 1990 , through June 30, 1990. 2. AUTHORIZE the Auditor-Controller' s Office to advance funds pending receipt of contract advance for start-up and renovation costs. 3 . AUTHORIZE General Services to begin renovation of the facilities and sign lease agreements with the Richmond Unified School District. 4 . ADOPT resolution creating project positions to provide staff support for the program. 5. APPROVE the formal opening of the Contra Costa County Child Development Center for July 9 , 1990, in Richmond. II . FINANCIAL IMPACT Funding for these agreements is made available by the State and no County match is required. III . REASONS FOR RECOMMENDED ACTION On June 11 , 1990, the Community Services Department was notified by SDE-CDD that the County had been awarded a contract in the amount of $2 ,606 ,910 to provide child development services for the period of July 1 , 1990 , through June 30, 1991 . In addition, a separate contract in the amount of $391,037 was awarded to the County to cover start-up and renovation costs for the period of June 1 through June 30, 1990. REASONS FOR RECOMMENDED ACTION (continued) Program services to children are to begin on Tuesday, July 2 , 1990 . To provide staff support for this new contract, it is necessary to create approximately 107 new project positions. The positions created will be subject to the SCD-CDD Colas, and not County Colas. Staff from the current child development contractor, the Richmond Unified School District, will be given the opportunity to apply for the above referenced positions. County staff will contact current RUSD Child Development employees regarding the application/interview process. It is anticipated that it will take approximately six weeks after the signing of both contracts to receive from SDE-CC a contract advance. Because of this, it will be necessary to request that the Board of Supervisors authorize the Auditor- Controller ' s Office to advance funds for the operation of this program until contract funds are received. All contract and lease documents will be reviewed and approved by County Counsel as to form. All classifications listed in Section A are subject to periodic cost-of-living adjustment as may- be granted by the State Department of Education, Child Development Division which is a primary funding source. Accordingly, classifications listed in Section A are not subject to periodic County-wide cost-of-living adjustments granted by the Board of Supervisors which may occur in amounts and at intervals different from. the State.
