EXCESS WORD PROCESSING AND OFFSET PRINTING EQUIPMENT
I. RECOMMENDED ACTION:
AUTHORIZE the Executive Director of the Housing Authority of the County of
Contra Costa to make the Housing Authority's excess word processing and offset
printing equipment available to North Richmond Neighborhood House for use in its Las
Deltas Education and Training Center, as recommended by the Advisory Housing
Commission.
i
II. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Housing Authority has some excess word processing equipment and offset
printing equipment which it has attempted -to sell . During March this equipment was
advertised in the Contra Costa Times and an extensive mailing was done. No bids were
received. In April , the equipment was again offered in an extensive mailing campaign
and at the Northern California Chapter of -the National Association of Housing and
Redevelopment Officers spring convention held in San Jose. No bids were received.
The Housing Authority has been in contact with North Richmond Neighborhood
House, a non-profit agency providing services to residents of the Las Deltas public
housing development and the surrounding community in North Richmond. One of the key
programs North Richmond Neighborhood House is seeking to establish is an Education
and Training Center. This center is being established in a community building
adjacent to the Las Deltas Housing Authority office, which the Housing Authority
leases to North Richmond Neighborhood House.
North Richmond Neighborhood House would welcome the use of this excess word
processing equipment and offset printing equipment in its Las Deltas Education and
Training Center. The equipment would be used to train residents of the Las Deltas
public housing development and the North Richmond community in word processing,
offset printing and other office-related skills. The loan of this excess office
equipment to North Richmond Neighborhood House for use in its education and training
center would be of great benefit to the residents of the Las Deltas housing
development.

At its Regular Meeting on Monday, May 21, 1990, the Advisory Housing
Commissioner voted to recommend authorizing the Executive Director to make the excess,
word processing and offset printing equipment available to North Richmond
Neighborhood House for use in the Las Deltas Education and Training Center.
IV. CONSEQUENCES OF NEGATIVE ACTION: ,
Should the Board of Commissioners elect to not authorize the Executive Director
to make this excess equipment available for use in the Las Deltas Education and
Training Center, the opportunity to use this equipment to benefit the residents of
the Las Deltas housing development would be lost.
