June 16, 1990 as Juneteenth )
and Family Day in Contra ) Resolution 90/ 364
Costa County )
WHEREAS, the African-American people of the United States of America were
oppressed for more than a century under an abhorrent system of slavery that
divided the nation in the Civil War of 1861; and
WHEREAS, on January 1, 1863, President Abraham Lincoln issued the Emancipation
Proclamation declaring "all persons held as slaves. . . thenceforward, and forever
free" ; and
WHEREAS. the final battle of the Civil War was fought in Texas in 1865, and on
June 19, 1865, the enslaved African-American people of Texas were informed of
their emancipation; and
WHEREAS, Juneteenth, Black Independence Day, commemorates the struggle for and
acheivement of liberty for African-Americans, and recognizes the significant
contributions that families of Black heritage have made to this nation;
WHEREAS. Juneteenth marks a significant turning point in our nation's history,
and should be celebrated by all people concerned with human rights, freedom and
justice in these United States;
THEREFORE BE IT RESOLVED, the Contra Costa County Board of Supervisors declares
June 16. 1990 to be Juneteenth and Family Day in Contra Costa County.
